Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The work of UN Women in Moldova is guided by its Country Strategic Note 2023-2027, aligned with the UN Sustainable Development Cooperation Framework for Moldova (2023-2027), UN Women Global Strategic Plan, National Programs and Strategies and aims to contribute to the gender-responsive implementation of the 2030 Agenda for Sustainable Development. The Strategic Note focuses on four main areas: 1) Ending Violence against Women; 2) Women’s Leadership and Governance; 3) Women’s Economic empowerment and 4) Humanitarian and Peace development nexus and UN Coordination on Gender Equality.

Towards these Impact Areas, UN Women works with variety of national and international partners to challenge gender-based stereotypes and towards the creation of an environment, whereby women act as key agents of change towards greater equality and development, in partnership with men and boys.

UN Women cooperates closely with the government, civil society, academia, private sector and the media to advance social, economic and political rights and opportunities for women and girls, placing special focus on those from marginalized, excluded and under-represented groups.

Under the Impact area on advancing Women, Peace and Security Agenda, UN Women contributes to the realization of the Outcome 4: By 2027 state and non-state actors coordinate and deliver commitments on gender equality and women’s empowerment across the humanitarian-development-peace nexus, that is planned to be implemented via the following outputs: 1.4.2 State and non-state actors have strengthened capacities to contribute to the humanitarian development nexus, host community resilience, social cohesion, and inclusion and 1.4.3 State, non-state actors, women and girls, in particular those most often left behind, have strengthened capacities to advance the women, peace and security agenda.

UN Women supports women’s full and equal representation and participation in all levels of peace processes and security efforts. UN Women’s work on women, peace, and security is guided by 10 UN Security Council resolutions—1325, 1820, 1888, 1889, 1960, 2106, 2122, 2242, 2467, and 2493—and is bolstered by a number of related normative frameworks, which make up the broader women, peace, and security (WPS) agenda. Thus, UN Women Moldova takes forward and upscales the programmatic work on advancing the WPS agenda in the Republic Moldova, initiated in 2015. Although the Agenda achieved wide acceptance as an international policy framework, being integrated into various development and peace programs, women remain excluded or under-represented in most formal peace processes.

UN Women committed to further support the advancement of gender equality and women’s leadership, including in security and defence, thus contributing to reduce the stereotypes about the role of women these fields, to improve the opportunities for women and men to reconcile the professional and family life, to prevent and respond to discrimination, harassment, and gender-based violence, but also to leverage their potential and representation in leadership roles.   

UN Women will continue to provide technical assistance and advocacy to central, local authorities and CSOs in the implementation of dedicated actions from the National Action Plan (NAP) on the implementation for 2023-2027 and will support the women’s agency and participation in the security and defense sectors to advance the WPS Agenda.

Country office will continue support for the established Women´s Advisory Board (WAB) for Sustainable Peacebuilding on both banks of Nistru river to bolster implementation of Women, Peace and Security (WPS) agenda, foster meaningful participation of women in peacebuilding processes and facilitate the inclusion of gender equality perspective in conflict negotiations on thematic issues.  

Reporting to Project Management Specialist, the Project Analyst provides project support to the effective management of UN Women programmes in the CO by contributing in the programme design, formulation, implementation and evaluation.  The Project Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Project Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women project implementation under portfolio.

Duties and Responsibilities

Contribute technically to the development of programme strategies in the area of Women, Peace and Security Portfolio

  • Provide technical inputs to the design and formulation of project proposals and initiatives related to Women, Peace and Security Portfolio

Provide technical support to the implementation and management of the Women, Peace and Security Portfolio programme

  • Provide inputs to the annual workplan and budget as required;
  • Coordinate and monitor the implementation of project activities;
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management.

Provide technical assistance and capacity development support to project partners

  • Provide technical support to and technically oversee the implementation of project activities with partners;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.

Provide technical inputs to the monitoring and reporting of the project

  • Monitor progress on project activity, results and indicators;
  • Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.

Provide technical inputs to the management of people and finances of Women, Peace and Security Portfolio programme

  • Monitor budget implementation and project activity expenditures and perform budget revisions when required;
  • Provide inputs to financial reports;
  • Oversee the work of Project Associates and Assistants as needed.

Contribute to building partnerships and resource mobilization strategies

  • Provide inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

Provide technical inputs to inter-agency coordination on Women, Peace and Security Portfolio to achieve coherence and alignment of UN Women programmes with other partners in the country

  • Provide technical support to the Representative and Deputy Representative on inter-agency coordination related activities by providing inputs to background reports and briefs.

Provide inputs to advocacy, knowledge building and communication efforts

  • Provide technical inputs to background documents, briefs and presentations related to Women, Peace and Security Portfolio;
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Provide inputs to the development of knowledge management products on Women, Peace and Security Portfolio.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 1 year of relevant work experience in development project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
  • Experience in the Women, Peace and Security Portfolio is an advantage.
  • Experience coordinating and liaising with government agencies and/or donors is an advantage.
  • Experience within UN or other international organizations and knowledge about the UN systems would be an advantage. 

Language Requirements:

  • Fluency in English and Romanian is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
