UN Joint Programme for Gender Equality (UNJP4GE) responds directly to the Government of Georgia’s international and national commitments to women’s rights and gender equality. It works to scale up the results previously achieved by UN agencies and other stakeholders in Georgia regarding gender equality and women’s empowerment.

UNJP4GE contributes to enhancing gender equality in a comprehensive manner, addressing a wide range of issues, such as the political and economic empowerment of women, the reduction of violence against women and girls, and the promotion of women’s sexual and reproductive health and reproductive rights. To pave the way for a more effective response to the country’s complex challenges, the efforts of the participating UN agencies (UNDP, UNFPA, and UN Women) are further unified.

The overall objective of the project is to promote gender equality and women’s empowerment by strengthening government capacities at the central and local levels and throughout the executive, legislative, and judicial branches, engaging civil society, and increasing public awareness about gender equality. The project simultaneously targets three interdependent levels (national, local, and grassroots) and employs multi-tiered programming strategies.

Duties and Responsibilities

The Project Analyst shall ensure coordination and effective implementation of UNJP4GE activities related to women’s political empowerment at the policy and local levels. The Specialist will equally support high-level national stakeholders, such as the Gender Equality Council at the Parliament of Georgia, and partner CSOs for their institutional development and programming.

The Project Analyst will provide research and policy analysis inputs regarding a wide range of issues linked to women’s political empowerment. For this purpose, the Analyst shall coordinate the effective implementation of the relevant project activities. Namely,

  • Develop and oversee research and policy in the domain of women’s political empowerment and gender mainstreaming of strategic action plans, legislation, or institutional mechanisms,
  • Provide strategic guidance and support capacity development of key project partners working towards women’s political empowerment,
  • Lead technical level coordination in the area of women’s political empowerment with the UNDP Governance Team and its programmes/projects, with the Gender Theme Group Task Force on Women’s Political Empowerment, as well as with government and institutional counterparts and the donor community,
  • Follow latest developments globally in the field of women’s Political empowerment and prepare brief policy papers for the Georgian context,
  • Regularly travel to project regions to meet with beneficiaries, local authorities, and partners to support planning, implementation and monitoring of activities related to enhancing women’s political empowerment,
  • Support the Project Manager in preparing regular reports as envisaged by the Project Document,
  • Provide other expert support related to UNJP4GE’s/UNDP’s women’s political empowerment work.
  • Perform other relevant functions as required.

Institutional Arrangement

The Project Analyst will work under the direct supervision of the UNJP4GE Project Manager.

Required Skills and Experience
Education
  • Master’s degree in business administration, social sciences, political science, economics, public administration, law, international law or other related fields is required.
  • Bachelor’s degree in related fields in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.
Experience
  • Up to 2 years (with Master’s degree) or minimum 2 years (with Bachelor’s degree) of working experience in the field of policy research or policy development or as technical lead in research, policy or development projects.
Language
  • Fluency in English and Georgian (written and spoken) languages is required,
  • Knowledge of other UN language would be an asset.
Required Skills
  • Excellent knowledge in policy making, women’s empowerment, and related challenges in Georgia.
  • Excellent research, analytical, counselling, and communication skills.
  • Excellent writing, presentation, and public speaking skills.
  • Thorough understanding of the project goals and objectives.
  • Ability to perform a variety of specialized tasks related to project management, including drafting reports, data evaluation, and sustainability reporting.
  • Ability to work under pressure with several tasks and various deadlines.
  • A proactive approach to problem-solving.
  • Computer literacy.
Desired Skills
  • Gender Equality and gender mainstreaming related experience will be an asset.
  • Experience in working with international donor organizations will be an asset.
  • Knowledge of UN/UNDP rules and regulations will be an asset.
  • Experience to make decisions fairly and transparently will be an asset.
  • Experience in strategic planning, results-based management, and reporting will be an asset.
