Pacific Island Countries (PICs) face daunting development challenges. Their labour markets feature high underemployment, high levels of informality, gender disparity in labour market participation, and youth unemployment. They face major economic challenges, including distance from major markets, mixed economic growth, labour migration, skills shortages, exposure to climate change and limited avenues to create employment and foster entrepreneurship. Effective implementation of international labour standards could significantly improve their ability to address these interlinked challenges.
International labour standards (ILS) are the globally acknowledged benchmark for minimum working conditions, and for effective labour market governance. They serve as a minimum floor for fair competition in an increasingly globalised economy. ILS provide policy guidance on how to address some of the most pressing human rights breaches, and key challenges in national labour markets.
Effective implementation of ILS is positively associated with increased employment and GDP growth, improved human development outcomes, and reduced inequality. Both private and public donors and investors increasingly consider the extent to which ILS are implemented in potential investment destinations. For developing economies, this is crucial for attracting and maintaining sufficient levels of foreign direct investment.
Severe capacity deficits constrain PICs from realising the positive benefits of implementing ILS. Many are nevertheless willing to do so. This project will build capacity, knowledge, and consensus on how to implement ILS so as to address some of the key development and labour market challenges.
The Project Assistant will report to and technically supervised by the International Labour Standards Specialist, CO-Suva. The Project Assistant will work in close collaboration with ILO specialists and programme officers in CO-Suva.

Duties:
- In the context of International Labour Standards, review and analyse the country’s specific development plans and priorities, socioeconomic data, reports, and other relevant information. Identify potential technical cooperation areas and provide written analysis on the findings to the relevant ILO staff.
- Work in close collaboration with partners to design and revise project annual work plans as well as preparation of the budget proposal, considering different approaches and alternative methods, management, problem identification and problem resolution, especially for the parts of the Project supporting the institutional and capacity development of constituents, government agencies, line ministries, and social partners.
- Review, verify and analyse work plans, progress and final reports and other data for clarity, consistency and completeness and monitor the progress of Project activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
- Follow-up with relevant technical officers with counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents and in other organizations to expedite implementation and meet targets.
- Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems, propose solutions and actions.
- Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Speak on behalf of the Project when attending these gatherings alone. Undertake missions to project sites independently or accompanying others.
- Brief ILO specialists, project experts, associate experts and visiting officials from ILO and provide relevant information on project matters.
- Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the Project.
- Perform other duties as may be assigned by the Country Director.
Required qualifications:
Education:
Education:
- Completion of secondary school education and formal training in relevant area.
Experience:
- At least seven years of progressively responsible administrative work with supervisory experience.
- Six years of progressively responsible experience in programme management and implementation, including in reporting analysis and preparation.
Languages:
- Excellent knowledge of one working language of the Office (English). Working knowledge of another language would be an advantage

The INCLEN Trust International has setup demographic development environmental and health surveillance sites (SOMAARTH) in District Palwal, Haryana. The overall aim of these projects is to enable the local community to cope up with economic and social developments in a healthy manner. Station Manager is the focal person stationed at SOMAARTH DDESS Site. S/He shall be working under the guidance of the Officer In-charge (O/IC) providing support in the overall administration, HR, procurement & finance management, facility maintenance and sustained community and local institutional engagement adhering to INCLEN SOPS. Job Description/Responsibilities: 1. Techno-Managerial Team at DDESS ⢠With OIC and Project In-charge/Pls/Investigators will support recruitment of new staff and management of existing staff. ⢠Completion of documentation for joining, resignation, execution of agreement and assist in promotion activities. ⢠Bridge the communication between the site staff and senior management (OIC/Project incharge/PI/Investigators). ⢠Track Attendance and leaves for all staff. ⢠Oversee the engagement of organization HR SOP. 2. Responsibilities related to Finance activities at the DDESS ⢠Manages petty cash available for the site/project specific activities. Obtaining permissions from OIC, carry out site level procurements/contracts, expenditure, make payments, and generate bills and keeping records. ⢠Manages the account for project specific activities: Station Manager along with OIC will make accounts of the project activities carried through site office. S/He will generate the bills and submit the bills in a timely manner. ⢠Discussions with OIC and Central Finance team for the financial management of the site. For specific project operations involves the PI/Investigator for these discussions & decisions. 3. Responsibilities related to Administration ⢠Oversee day to day administration of the site office cleanliness, repairing and procurement of site specific equipment, maintenance of existing assets (equipment and furniture), maintaining records, supplies and consumables. ⢠Stock management and raising the request on a monthly basis through OIC for procurement/repairing of things. ⢠Discussions with OIC and Central Administration for the administrative management of the site. ⢠Arrangements for local transportation, accommodation, food and lodging including quest house facilities. ⢠Site level supplies to be led by the station manager in guidance by the central administration. 4. State Holder Engagement ⢠Potential community stakeholderâs identification: Village leaders, Key leaders ⢠Community Head / Key Person Meetings: Once in six month a meeting with community leaders to be held discuss the site progress, community challenges and priorities, dissemination of result findings, planning for future projects. ⢠Community Mobilization for project specific activities /Support project roll out with project in charge: Meeting the leaders, explaining the project, support project staff in mobilizing the community. ⢠Addressing Community Issues including field worker issues: S/he will be the first point of contact for any community related issues arises, Field worker issue and community retraction to be addressed immediately by the station manager. ⢠District and State Level Meetings: Will meet and engage the district and state level authorities regularly apprise them of site activities, sharing results, understand the state/district priorities, planning for future projects. ⢠Community strengthening activities: Facilitating the activities to strengthen Liaoning between system and community. ⢠Meeting state and district health system: Attending the state and health system meeting for various project related activities. ⢠Medical Colleges and Health facility engagement Qualification: Essential Qualification: Any of the following- ⢠Graduate in any discipline. ⢠Masterâs in Social Science/ Social Work/ Anthropology or equivalent with at least 3-5 years of experience. Desirable skills: ⢠Experience of conducting/participating in health research studies. ⢠Strong demonstrated analytical and interpretation skills. ⢠Experience in training, guiding students staff. ⢠Good computer skills and excellent communication fluency in English (verbal and written).
