Introduction

The universal health insurance policy in Peru seeks to guarantee the full and progressive right of every person to social security in health and regulates access and the functions of regulation, financing, benefits and supervision of insurance. This law establishes that the Essential Health Insurance Plan (PEAS) is financed for all insured persons by the Health Insurance Fund Administrator Institutions (IAFAS). Likewise, the Law on the Modernization of Social Security in Health states in its article 2 that it is EsSalud’s responsibility to provide coverage to its insured. It also specifies that this responsibility is complemented by the health plans and programs provided by duly accredited EPS, financing the benefits through contributions and other payments that correspond according to the law.

The Programme is linked to Outcome 8 of the ILO Programme and Budget 2022-2023, the objective of which is “comprehensive and sustainable social protection for all” and outcome PER 181 “The institutional capacity of constituents is strengthened to improve the performance of social security, in terms of its governance, expansion of coverage and sustainability of the subsystems”.

The Programme contributes to SDG Target 1.3 and also to SDG Target 3.8.  

  • The objective of the Program is to have a technical report on the estimate of the percentage of credit on contributions, as provided in article 15 of Law No. 26790, to cover the PEAS established in article 23 of the Consolidated Text of Law No. 29344, Health Insurance Framework Law in the complementary social security system in health for the period 2021-2030. This study will constitute an input for the preparation of the Technical Credit Calculation Study (ETCC), carried out by the respective authorities and institutions.
  • The Programme will be implemented by the ILO in close collaboration with the Ministry of Health, in addition to the relevant public and private institutions within the framework of the proposal, as well as workers’ and employers’ organizations.
  • The objective of the position is to contribute administrative and financial assistance in the execution of the Program.
  • The official will be under the direct supervision of the Social Security Specialist of the ILO Office for the Andean Countries and the Program Coordinator, and will receive technical support from other ILO specialists in various areas of intervention of the Program as necessary.

Description of tasks

  • Assist in the planning and preparation of the Office’s work program and/or project initiatives. Monitor the status of program and/or project proposals and the receipt of documentation for review and approval, verifying that the information is in compliance with applicable rules, regulations, policies, procedures and guidelines, as well as the status of the expected results and achievements of the program and/or project and inform the supervisor in case of discrepancies.
  • Provide administrative and logistical support to organize events such as conferences, seminars, workshops, or other types of meetings, coordinate travel, obtain visas, book accommodation, among other related issues. Take notes and/or minutes at meetings.   
  • Provide assistance to the technical coordination of the Programme in administrative and programmatic matters, including budgetary matters. Also in the relationship with the implementing partner and donor partner of the Programme, direct and indirect beneficiaries and constituents of the ILO.
  • Draft correspondence, memos and reports on administrative matters in accordance with standard office procedures. Prepare minutes of meetings, workshops and/or seminars. 
  • Perform copyediting, design and layout tasks (brief technical notes), including design and editing of tables and graphs.
  • Create presentations in PowerPoint and/or Prezi format .
  • Manage mailing lists to disseminate information of interest to the beneficiaries of the Program and give visibility to its activities and products.
  • Support the technical coordination of the Program and the Social Security Specialist in the programming and preparation of budget estimates and expenditure projections, analyzing and monitoring the situation of resources in relation to planned activities.
  • Provide support and follow-up to the program budget to ensure that timely administrative support is provided in general and specific areas.
  • Support the Programme’s technical coordination and the Social Security Specialist in maintaining the Programme’s financial transaction and reporting systems, in accordance with ILO financial rules and regulations and donor instructions/rules. Prepare administrative and financial information material for reporting purposes and internal and donor meetings. Keep abreast of progress report requirements and schedules, providing support to Programme staff .
  • Assume other responsibilities assigned by the Social Security Specialist.

Education

Minimum:

  • Complete secondary education.

Valuable:

  • Training in an administrative field, information systems management, editing and proofreading and/or graphic design oriented to the editing of publications.
  • Knowledge of program/project management and its budget. 
  • Thorough understanding of a wide range of policies and procedures including the preparation of administrative documents and forms for the creation and maintenance of filing systems.

Experience

Minimum:

  • At least five years of progressively responsible administrative work.
  • Experience and ability to work with “Word processing, spread sheet, web-browser” , as well as other software packages required for the job.

Desirable:

  • Demonstrated experience in supporting the implementation of technical cooperation programs and/or working effectively with government entities responsible for policy formulation and/or development partners will be considered an asset.

Languages ​​and computing

MINIMUM:

  • Excellent knowledge of Spanish.
  • Use of word processing software, spreadsheets and internet browsers, preferably in the Microsoft 365 environment .

VALUABLE:

  • Intermediate level of English (speaking, writing and reading)
