Mission and objectives

• UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. • UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997. UN Women Palestine Office focuses its activities on one overarching goal, namely, to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Mainstreaming gender in governance, peace and security; Supporting women’s economic security and rights; and Promoting women’s rights and protection against violence.

Context

Its three-year Strategic Note supports the efforts to achieve measurable results in country in terms of four UN Women global Strategic Plan impacts (2022-2025): (SP Impact 1). Governance and participation in public life; (SP Impact 2). Women’s Economic Empowerment; (SP Impact 3). Ending Violence Against Women and Girls; SP Impact 4. Women peace and security, Humanitarian & Disaster Risk Reduction. Under the overall supervision of UN Women Special Representative and the direct supervision of UN Women Head of Gaza sub-Office, the Programme Assistant will support UN Women’s humanitarian team in programme management and stakeholders’ engagement.

Task description

Within the delegated authority and under the supervision of UN Women Head of Gaza sub-Office or his/her designated mandated representative(s), the UNV Programme Assistant will:

Provide administrative and logistical support to the formulation and management of programmes

• Provide administrative support and inputs in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements.
• Support in organizing field visits on a regular basis to monitor and follow up on the progress of interventions activities as needed.
• Gather lessons learned and best practices and share them with the UN Women the Women, Peace and Security, and Humanitarian Action (WPSHA) and UNPRPD Teams.
• Draft formal correspondence, in both Arabic and English, as needed.
• Take meeting minutes and draft short reports as needed.
• Support organizing workshops, activities and events related to the interventions, as needed.
• Support the project teams in collecting data for reporting.
• Assist the WPSHA and UNPRPD teams in reviewing and preparing documentation on the procurement of goods and services, and support contract tracking.
• Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions related to WPSHA and UNPRPD work.
• Create and maintain files of correspondence/documents and electronically received information and ensure up-to- date filing. Maintain both hardcopies and electronic copies of the office records and reference files on various subjects.
• Prepare presentation material/slides in Power-point for presentations for the meetings/workshops and keep all papers ready for meetings.

Provide administrative support to the financial management of the Programme Unit

• Provide budgetary and financial support for project implementation, including support in the preparation, monitoring, and reporting of financial resources in compliance with organizational rules and procedures.
• Support the WPSHA and UNPRPD teams in the financial management of projects including create projects in Quantum system, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project.
• Prepare supporting documents for payments and financial reports.
• Support in reviewing financial submissions and verification of samples submitted by partners.
• Support in ensuring timely and quality liquidation of partner advances.
• monitor budget preparation and the finances of interventions, including the finalization of FACE forms.
• Review financial reports as needed.
• Maintain internal expenditures control system.
• Create requisitions in Quantum system; register good receipts in Quantum system; and
• Assist in the preparation and follow up of cost-recovery bills in Quantum system.
• Organize, compile, and process documentation and information from donors, and programme team as inputs to various databases and documents.

Support knowledge building and knowledge sharing

• Participation in workshops and trainings as requested.
• Supporting in the preparation and implementation of dissemination plans of knowledge products.
• Keeping up to date with the latest advancement in the field of information and knowledge sharing.

Requirements

Required experience

• 3 years of experience in professional experience in programme support functions; including programme implementation, coordination, monitoring, and financial management support of Human Rights programs, gender, etc.
• Experience in supporting a team is required.
• Knowledge of the UN system is desirable.
