Insurance and risk financing have an increasingly recognised and critical role in combatting poverty, building resilience of countries and communities, and reducing the impact of risk on development, contributing directly and significantly to delivery of the SDGs. Research has highlighted six global goals where insurance plays a key role – poverty reduction, no hunger, good health and wellbeing, gender equality, decent work and economic growth, climate action – with another five also relevant. Inclusive insurance and risk financing in different ways not only protect lives, livelihoods and homes from the impact of disaster, they also provide coverage for loss of employment, supply chains, education, cyber-threats and much more, acting as a significant safety net across many aspects of life and living. Research into multi-aspect risk financing of disasters, suggests that losses from disaster in poorest countries could be reduced by as much as 25% from a range of risk financing tools, including parametric insurance, insurance-backed social protection and indemnity-based products. UNDP’s vision for its Insurance and Risk Finance Facility is to work with governments and partners to develop and implement innovative, scalable solutions to contribute to the tackling risk, building resilience and combatting both vulnerability and long-term poverty.

Inclusive Insurance and Risk Financing Project aims at raising awareness and building the technical skills and institutional capacities to increase the offer of inclusive insurance solutions. It will support the members of the nominated National Taskforce building the knowledge on international best practices and opportunities for Jordan; UNDP will provide tailored technical assistance to address  key barriers and support the implementation of enabling regulatory measures and policies. It will strengthen the capacities of the national insurance industry in actuarial sciences as well as inclusive practices. It will also address the needs for financial education of vulnerable populations by supporting the Central Bank of Jordan implementing its national strategy for financial inclusion.
Scope of Work:

A project Assistant to support the IRFF project oversight, including the monitoring of the implementation of activities and the expenditure of funds, as well as supporting project coordination efforts with the consultants, and the preparation of the term of references of the consultants.

Under the direct supervision of the Project Manager,  the Project Assistant is expected to perform the following duties:

Administrative tasks:

  • Support in country-level coordination, to faciliate coherent  on the ground coordination and collaboration;
  • Support project coordination efforts with the management consultants;
  • Calendar keeping and appointment scheduling;
  • Write correspondence with stakeholders and vendors;
  • Maintaine filing systems and updating records and bookkeeping tasks;
  • Follow up on the procurement plan of the project;
  • Conduct as part of the project team the Insurance Development Forum meetings;
  • Support as part of project team the preparation and implementation of events and consultants visits.

Technical Support to the Project Manager:

  • Prepare structured progress reporting reports;
  • Participate in meetings and coordinate activites;
  • Forcast and refine/review reports;
  • Support the liaison role in the field;
  • Monitor at daily basis the implementation of the activities, with flagging up potential risks and issues to the project team;
  • Support developing the work plan and be familiar with, as part of the project team;
  • Support the project manager and communications officer in ensuring the visibility of the UNDP and its partners, and to document project activities including support video documentaries, record success stories etc.

Financial Tasks:

  • Well versed in budgeting, inventory maintenance, time management and task prioritization;
  • Ensure payments are processed in a timely manner;
  • Ensure vendor supplies are entered in the financial system;
  • Solid knowhow of general office procedures and excellent organizational skills.

Any other activity required by the supervisor.

Institutional Arrangement:

The incumbent will be working under the direct supervision of the Insurance and Risk Financing Project Manager and in direct collaboration between the Green Pathways and Inclusive Growth team.

Minimum Qualifications of the Successful NPSA:

Min. Education requirements: 

Completion of Secondary Education is required Or

University degree in Business, Public Administration, Management, or any related field will be given due consideration, but it is not a requirement.

Min. years of relevant work experience:

Minimum of five years with  Secondary education or two years with a Bachelor’s degree of progressive relevant experience in providing project management support and coordination is required.

Required  skills :

  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, PowerPoint etc.) and email/internet;
  • Previous experience in project administration is required.
  • Experience in budgeting activities and preparing workplans.
  • Previous experience in working with international organisations and national NGOs is required.

Desired skills in addition to the competencies covered in the Competencies section:

  • Prior experience in project implementation/ field coordination related to  the thematic areas of Green Economy, SDG Impact and Fincinging
  • Previous experience with UNDP or UN system is desired.
  • Demonstrated experience in reviewing and editing documents and ability to produce meeting reports identifying key actions is desirable.
  • Experience/Knowledge of administrative and financial management, cost estimation, budget analysis.
  • Advanced Spreadsheet Knowledge/experience

Required Language(s):

Fluency in written and oral English and Arabic communication skills is required.
