Context/Reporting line:

Under the general guidance of the Head, Transition and Recovery Division, the overall supervision of the Programme Coordinator, the administrative supervision of the Head of Sub Office (HoSO) and the direct supervision of the Team leader in close coordination with the infrastructure, housing and settlement team, the incumbent will perform following duties:

Core Functions / Responsibilities

  1. Assist in the completion of surveys to identify damaged homes (CAT 1 to 4) and support the evaluation of quantities of debris to be removed and prepare Bill of Quantities for demolition, debris removal, site preparation, and other related activities.
  2. Coordinated by Programme Coordinator, support in the implementation of debris removal work program including demolition of existing damaged buildings, loading of debris, transporting, and disposing of, in predefined dumping site.
  3. Participate in risk assessment related to the work, implement necessary precautionary measures for the safety of workers, traffic management, and security of the community.
  4. Assist in keeping records and prepare daily, weekly, and monthly reports as requested by the team leader and submit accordingly.
  5. Guided by the Team Leader, assist in monitor works of CFW workers in the cleaning of concrete blocks and other usable materials, which are outcomes of demolished buildings.
  6. Support awareness sessions for beneficiaries, pertaining to the debris removal and shelter construction.
  7. Conduct regular site field visits to assist the monitoring of work. Share feedback to the Senior QAQC Engineer promptly in case of any issues or concerns in implementation.
  8. Assist in the verification of the works done by the beneficiaries and support in recommend releasing of payment installments as per the agreed BoQ and milestones defined.
  9. Support to identify and mobilize skilled workers from the local community or governorate in consultation with the project team in the targeted governorate to assist in the implementation of Cash for Work activities that are associated with IOM shelter activities / infrastructure projects.
  10. Perform other duties as may be assigned by the direct supervisor.

Qualifications & Preferred Skills

Education:

  • Bachelor’s degree in civil engineering from an accredited academic institution.

Experience and Skills:

  • Civil engineering with 3 year of work experience in related field, preferably with shelter programs implemented in Iraq.
  • Previous working experience with any of the United Nations Organizations, Non-Governmental Organization or relevant government department is a distinct advantage.
  • Work experience in preparing BOQ and estimation.
  • Previous work experience in preparing estimates for demolition projects.
  • Work experience in CFW and debris removal activities.
  • Experience in communication and coordination with demining sectors.
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
  • Ability to work under pressure.
  • Proficiency in office applications, including Word and Excel, and internet explorer.

Languages:

  • Fluency in English and Arabic is required.
  • Working knowledge of Turkman language is an asset.
