Background:

NOTE: Please note that this position is funded under an Extra-Budgetary (ExB) Project which runs until 31 May 2026.

The post is located in the OSCE Mission to BiH’s Department for Security Co-operation (DSC). It is an extra-budgetary (ExB) post within the Project: Enhancing Intelligence-led Policing to Combat Serious Security Threats and Crimes (ILP Project). In addition to this post, the Project also comprises other ExB posts: 2 International ILP Advisors, 1 National Legal Officer, 1 Project Assistant/Interpreter, 1 Administrative Assistant, 1 National Project Officer (NP1) and 1 National Project Officer (NP2) who serves as the project manager.

The main purpose of the post is to support the implementation of the OSCE Mission’s ExB project “Enhancing Intelligence-led Policing to Combat Serious Security Threats and Crimes – ILP Project” by providing substantive support in planning, co-ordination and implementation of Project activities, project administration support and process delivery support.

Tasks and Responsibilities:

Under the direct supervision and guidance of the National Project Officer (NP2), and the overall supervision of the Programme Co-ordinator (S3), the successful candidate will be tasked with the following duties:

1. Providing effective and efficient support to Project development, implementation, monitoring and evaluation/assessment, including by assisting in organizing Project activities, events and meetings; liaising with counterparts and facilitating their participation; and providing administrative and clerical support that also entails the conducting of travel arrangements, provision of administrative instruction to suppliers, and support to the preparation of relevant internal documents – such as budget requests, travel authorisations, and terms of reference. Co-ordinating and following up internally and externally as needed, also to ensure that due dates and expectations are met;

2. Assisting in the drafting and quality assurance of financial and narrative reporting inputs, correspondence, activity/event minutes and summaries, other types of reports, concept notes, and briefing papers, ensuring conciseness, accuracy, correct grammar, and adequate style/format – in accordance with OSCE manuals and management guidance;

3. Conducting research and assists with analytical assessment and preparation of actionable knowledge products to inform decision-making, including as part of programme – and project-level planning, and also to propose opportunities and solutions for improvement;

4. Ensuring effective information and knowledge management for Project implementation and evaluation/assessment, including by collecting and organizing information and data, producing, maintaining and updating files/documents in line with the Mission’s file naming convention, and co-ordinating as needed with the Mission’s Document Centre regarding all tasks related to archiving;

5. Providing effective translation and consecutive interpretation into the languages of Bosnia and Herzegovina and English, including translating strategies, policies, legal texts, articles, and incoming and outgoing official and informal communication;

   

 6. Attending meetings and events, liaising with government, international and civil society counterparts as directed, and assisting with the development and delivery of presentations and briefings to other Mission staff and/or to external partners/counterparts as required.

Necessary Qualifications:

  • Completed secondary education, supplemented by specialized training or formal studies in the field of administration and/or project management;
  • Minimum four (4) years of professional experience in administration and programme/project implementation;
  • Understanding of the political and security context in BiH, as well as effective approaches to achieving aims in such circumstances;
  • Ability to conduct effective and efficient research and to collect, organize and analyse information and data from the full range of sources and resources;
  • Demonstrated gender awareness and sensitivity, and a proven ability to integrate a gender perspective into programming and activities;
  • Professional fluency in English and the the B/S/C languages with excellent communication (both oral and written) skills; 
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications;
  • Possession of a valid driver’s license and willingness to drive.

 

Desirable:

  • Prior experience working for government institutions and/or international organizations;
  • Experience in the development/drafting of narrative/financial reporting and budgeting.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 2,362.17 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.

Please be aware that the OSCE does not request payment at any stage of the application and review process.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
