2.    Office/Unit/Project Description

The main aim of the project is to showcase pilot transformation cases in manufacturing industry and to establish replicable models for inclusive and sustainable growth with specific focus on women empowerment. The specific objective of the project is to widen women’s possible qualified STEM based employment opportunities by providing sustainable partnerships, capacity development solutions in industry and bring women into traditionally male-dominated sectors and occupations in line with digital and green transformation requirements of the manufacturing industry in post COVID-19 period.

The project will be implemented in the 5 pilot provinces namely Ankara, İstanbul, İzmir, Kocaeli, and Manisa.

The project period will cover 24 months. Implementation period will consist of two basic components namely financial support to third parties and activities. Activities are formulated in a complementary manner and classified under five components. Some of the sub-activities could go in parallel to match the required needs for the project. “Activity-1 Preparatory Studies” will focus on complementary and quick assessments to formulate pilot cases while enforcing commitment of the local stakeholders. In parallel selection of change agents/operators and companies for pilot implementation will be also completed here. “Activity-2 Capacity Development of Target Groups” will cover a wide range of capacity improvement/development actions targeting change agents/operators, SMEs, and key interface organizations. “Activity-3 Pilot Transformation Cases” will showcase pilot implementation in companies, placement/incentive programs and “Activity-4 Monitoring & Evaluation” will follow up and document implementation experience for replication. “Activity-5 Communication & Visibility” will include key communication-oriented actions.

The project is mainly linked to “Private Sector Development” action of the Competitiveness and Innovation Sector Operational Programme 2014-2020 (CISOP) with a specific emphasis on transforming the manufacturing industry and increasing the competitiveness through emphasising women employment. Accordingly, Developing Women Employment Models in Manufacturing Industry, the project, is expected to contribute to the achievement of “Activity 1.1: Manufacturing Activity of the CISOP- 2014-2020” by aiming at improvement of the total factor productivity of the national economy with a specific emphasis on transforming the manufacturing industry, and increasing its competitiveness.

The project will focus on addressing the challenge of adoption to the new work patterns of the manufacturing sector with a special focus of women empowerment while showcasing transformation results in the context of recent trends. The project is also designed to support compliance with the EU acquis via interventions that will be contributed through strengthening institutional capacity in the relevant sectors. IPA II aims to assist Türkiye in multiple areas including private sector development and manufacturing sector. The project aims to contribute to the improvement of the total factor productivity of the national economy with a specific emphasis on transforming the manufacturing industry, and increasing its competitiveness trough focusing on women empowerment in employment. In addition, business opportunities will be in transition to a green economy offers. Activities support to respond the requirements of trends on digital transformation and green transformation in accordance with the CISOP.

3.    Scope of Work

The Project Associates will be contributing to the project with professional input to all activities and will be taking a lead in financial and administrative transactions of the project. One associate will be mobilized for the activities under the responsibility of the TISK and the other one for the activities under the responsibility of the UNDP. They will be acting like hub to ensure the linkage with the field and overall project management activities. They are expected to provide technical inputs to prepare terms of references, payment documents, proofreading, preliminary editing etc. and more take role in the operational transactions. They will be reporting to the Project Manager and will be working closely with international senior experts, local senior experts, and local junior experts. They will be contributing to the project outputs, training events, pilot activities and communication actions with the operational responsibilities. The TISK Project Associate main responsibility area will be TISK’s activities in close relation with the affiliated entity, i.e., the MESS. In addition, the TISK Project Associate will have a financial oversight role for the TISK activities especially in coordinating financial support to women. S/he will also be directly involved in the protocol process with the companies where the assessments will take place and where the trained women will be employed. The TISK Project Associate will also coordinate the affiliated entity’s, the MESS, trainings to be provided for women and the assessments that will be conducted for the companies. The UNDP Project Associate will be following the UNDP activities. Both associates reporting to the Project Manager and they will be contributing to the action in a holistic manner under PM leadership. Associates will be also liaising with assistants in administrative responsibilities.

The NPSA holders are expected to assume the following tasks depending on their assignment location (UNDP or TISK):

  • Plan and organize implementation of project activities according to work plan (AWP) and project budget
  • Provide general administrative and logistical support to the project management for conducting project activities
  • Monitor project timeline and performance of contractors (consultants and companies) and makes necessary amendments
  • Organize and coordinate project meetings, reviews and site visits
  • Organize project events (meetings, steering committees, workshops, visibility events, seminars and trainings)
  • Support project experts during implementation and monitoring of site-based joint activities with local stakeholders
  • Prepare inputs to the reports and compile project reports according to the project document (including financial reporting when required)
  • Draft correspondences, notes, briefs and other types of documents when required
  • Coordinate implementation with project partners, ensuring effective information flow
  • Implement project-specific communication plans
  • by preparing materials and inputs for the website and organizing events
  • File and archive all relevant correspondence and project related documents such as: tender dossiers, proposals, technical reports, evaluation reports etc.
  • Prepare contracts and terms of references
  • Prepare inputs to Quantum project management module
  • Ensuring the coordination of financial supports to women including (preparation and evaluation of required documentation and monitoring of payments)
  • Preparation of cooperation protocols to be signed with participant companies
  • Coordinate the preparation of implementation plan of trainings and assessments
  • Coordinate the reporting of training and assessment activities

2. Project inputs administered timely and efficiently according to project plan and UNDP procedures
  • Assist in selection of project experts and consultants and participates in selection process if required
  • Prepare inputs to Terms of References, technical specifications (such as Request for Quotation and Request for Proposal), bills of quantities
  • Assist in evaluation of bid and offers, compiles and prepares documentation (bid opening report, evaluation and selection reports)
  • Support sound financial management of the Project (including financial reporting) in close cooperation and collaboration with Project Manager and/or the UNDP staff designated for financial/administrative issues
  • Support preparation and conducting of procurement related procedures in close cooperation and collaboration with Project Manager and/or the UNDP staff designated for the procurement
  • Prepare Request for Direct Payment (RDP) for signature
  • Perform finance related assigned ATLAS role (General User)
  • Document files for the Project

3. Planning and formulation of the annual work plan supported
  • Prepare inputs to formulation of AWPs, planning and sequencing of activities and detailed implementation plans
  • Assist in formulation of budgets
  • Assist in periodic revision of AWPs and procurement plans in cooperation with the Procurement Unit

4.      Institutional Arrangement

The Project Associates will be reporting to the Project Manager and will be working closely with international senior experts, local senior experts, and local junior experts.

Successful NPSA

Min. Education requirements Bachelor’s degree in engineering and/or Economics and/or Administrative science or social sciences .
Min. years of relevant work experience  Minimum 4 years of working experience with (Bachelors degree) progressively responsible administrative support experience, preferably in development projects is required at the national or international level
Required skills  Microsoft Office, Windows-based applications, integrated web- based management systems, spreadsheets and databases.
Desired skills in addition to the competencies covered in the Competencies section
  • Minimum of 2 years of professional experience in managing financial (financial concepts, budgeting, financial analysis, financial reporting, accounting principles and experience in handling financial data and transactions) and/or administrative issues;
  • Min. 2 years of working experience in supporting with project management tasks, including coordinating project activities, tracking progress, and reporting will be an asset;
  • Min. 2 years of working experience with governmental and/or international and/or academic organizations and/or business associations will be an asset;
  • Knowledge and implementation experience at human resources principles, practices, and regulations will be an asset;
  • Project Cycle Management Certificate is an asset
  • Experience in ERP based HR software in line with Turkish Social Security System is an asset (for associate works in TISK)
