Context/Reporting line:

The impacts of climate change and environmental degradation are increasingly evident in Iraq. Rising temperatures and changing rainfall patterns have led to more frequent and severe droughts, desertification, water scarcity, floods, sand and dust storms, soil salinity, and soil pollution. This undermines agricultural productivity, food security, and health, and exacerbates structural drivers of conflict such as unequal access to services, disputes over water and land ownership, political marginalization, and lack of trust in government. This combination of environmental and human security factors contributes to community fragility and may compel people to move. In order to support the Government of Iraq to address these challenges, as well as to build community resilience to the changing environment and to support people in their mobility choices, IOM’s Peacebuilding and Stabilization Division is pursuing a number of complementary programs and research streams.  A key focus is on supporting local governance as it relates to climate change, which entails actions such as strengthening access to services; building trust between citizens and local, sub-national and/or national government; and engaging the government at national and sub-national levels in policy dialogue and development.   

  

Under the general guidance of the Senior Programme Coordinator (Peace Bldg&Stabl), the overall supervision of the Programme Coordinator (PSD), and the direct supervision of the Climate Security Officer, the successful candidate will perform the following duties:  

Core Functions / Responsibilities

  1. Support engagement with government counterparts at the sub-national level (provincial and local authorities) on issues related to governance and climate change.
  2. Organize events, workshops, capacity building etc. on topics related to climate and governance.
  3. Support the development of toolkits, guidelines, and best practice resources for climate action and community engagement.
  4. Facilitate community meetings, focus groups, and workshops to gather input, feedback, and foster dialogue on climate issues.

 

  1. Facilitate community meetings, focus groups, and workshops to gather input and feedback related to IOM’s climate and governance programming.
  2. Maintain accurate records and databases of community engagement activities and climate initiatives.
  3. Provide administrative support to the Climate, Peace, and Security team, as well as support during visits to southern Iraq.
  4. Contribute to the monitoring and evaluation of the program.
  5. Support the collection of data related to climate projects and initiatives.
  6. Perform such other duties as may be assigned.

Qualifications & Preferred Skills

Education:

  • Bachelor’s degree in social work, sociology, education, environmental sciences or any relevant field from an accredited academic university or institute with 3 years of relevant professional experience or;
  • Completed highschool diploma degree with 5 years of relevant professional experience.

Experience and Skills:

  • Experience working in humanitarian or development interventions is essential.
  • Experience engaging with local and provincial authorities is essential.
  • Experience organizing events, workshops, or capacity building is essential.
  • Knowledge of the community context and the impact of the conflict, climate change, displacement, and governance in the area is essential.
  • Demonstrated proficiency with Office applications, including Excel, PowerPoint, Word is essential.
  • Experience working on the themes of climate change, peacebuilding, conflict sensitivity, dialogue is an advantage.
  • Research experience, such as conducting key informant interviews or focus group discussions is an advantage.
  • Excellent planning skills.
  • Strong reporting skills.

 

Languages:

  • Fluency in English and Arabic is
