- Supervisor: The incumbent of this post is responsible to the Protection and Neutrality Team Leader . • Supervisee/s: The incumbent supervises the Admin Officer/s.
- Working conditions: Office environment with access to telephone, PC and other automation equipment, internet, and intranet. Some local travel may be required.
Responsibilities
Under the supervision of the OSO Team Leader / Field Protection Coordinator and in accordance with established Agency policy and procedures, the incumbent will provide support to the OSO/Protection Unit as follows:
- Reviews and checks for accuracy budget estimates, adjustments, and reports; certifies availability of funds; checks the financial aspects of the projects to ensure accuracy and adherence to UNRWA finance guideline.
- Ensures accurate and complete financial reporting and internal control including keeping track of activities to be entered into the Finance Management System (FMS); coordinates regularly with the Finance Department to obtain updated information from the FMS on recording of financial transactions, reconciliation of accounts and preparation of financial reports.
- Controls and monitors budget expenditures confirms proposed obligations and disbursement for services, supplies, and equipment for the project; raises and verifies obligation documents.
- Ensures financial follow-up and control of the projects cash-flow and project forecasting; evaluates and coordinates with the Finance Department on gaps between the actual financial situation and work plan targets and commitments (delays in payment transfers, etc.).
- Provides support in the elaboration of financial reports and other required documentation; develops standard reporting formats.
- Provides guidance, advises, and organizes training for emergency staff on financial matters, specifically, budgeting, and financial reporting; advises Department Heads on the emergency budget and ensures timely budget submissions.
- Analyses and reconciles monthly obligation reports with budget expenditure reports.
- Answers queries raised by the expending officers and emergency unit on matters concerning day-to-day operations.
- Maintains or supervises the maintenance of records of all agreements between the Agency and external bodies and ensures the proper recording of all payments under this agreement.
- Checks lists of liabilities, commitments, and accounts during the monthly closure of accounts and drafts Journal Vouchers to record them in the Agency’s accounts.
- Act as a focal person between UNRWA and the banks and handling all financial matters related to ATM scheme.
- Responsible for reconciling all bank statements and transactions related to ATM, receive, and submit list of file templates from and to the bank.
- Supervises portal web access and call center which provide refugees with information related to their ATM transaction in correspondence to their telephone enquiries.
- Performs such other work as may be required and assigned.
Education
- Bachelors degree in accountancy, business administration, or other related discipline.
Work Experience
- You are required to have a Bachelor degree in accountancy, business administration, or other related discipline
- You are required to have at least 3 years’ experience in finance or accounting office of a governmental, international, or commercial organization with emphasis on a computerized working environment.
- you are required to have excellent command of written and spoken English and Arabic.
- Are you currently residing in Duty Station. It is required that you specify your current location.
