UNDP’s Programme of Assistance to the Palestinian People (PAPP) derives its mandate from United Nations General Assembly Resolution 33/147 of 20 December 1978. Called upon by United Nations Member States in that year, UNDP was requested “to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end”.
UNDP’s Palestinian Programmatic Framework (PPF) 2023-2025 sets out a vision of “a world in which all Palestinians can enjoy a dignified life and fulfil their own vision of a unified, peaceful and free society”. The PPF is centered around the concept of “Transformative Resilience” and its three elements: a cohesive Palestinian identity, self-reliance, and ownership and leadership.
Over the next three years, UNDP/PAPP will build on its experiences and achievements to make critical contributions to the priorities defined by the Palestinian national development plans and the UN Sustainable Development Cooperation Framework (UNSDCF), through interventions in three programmatic priority areas: i) democratic governance and quality services; ii) inclusive economic opportunities; iii) sustainable natural resources management.
Through generous contribution by the Government of Norway, UNDP’s Programme of Assistance to the Palestinian People (UNDP/PAPP) is implementing the Socio-Economic Resilience in East Jerusalem Project. The Project aims to contribute to improved access of Palestinians to quality socio-economic services and opportunities in East Jerusalem. The Project addresses the multidimensional vulnerabilities of Palestinian Jerusalemites and strengthen their resilience against deteriorating socio-economic and political conditions in the Old City of Jerusalem, as well as foster Palestinian self-reliance and shared identity at the individual and community levels. Through producing holistic and catalyitic models, and recognising that development gaps have been already growing across the occupied Palestinian territory (oPt), where communities in East Jerusalem specifically are falling behind owing to structural constraints to development, the Project contributes to enhancing the building blocks towards community and self-reliance by achieving the following outputs at large:
Output 1: Strengthened capacities of health institutions to provide essential services to Palestinians in East Jerusalem.
Output 2: Palestinian businesses in and around the Old City affected by COVID-19 and the absence of international tourism have improved knowledge, skills and opportunities”.
Output 3: Improved availability of information and knowledge around housing and social services in East Jerusalem.
The incumbent will undertake the following functions:
- Facilitate project coordination to ensure efficient implementation and timely delivery of outcomes.
- Actively engages with stakeholders and partners to enhance project support and collaboration and maximize project impact and shared objectives.
- Systematically gathers and analyzes project data to provide insights into progress and support informed decision-making and continuous improvement efforts.
- Support programme communication strategies and objectives to highlight project progress, share key information, and promote engagement among stakeholders and within the organization.
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Facilitate project coordination to ensure efficient implementation and timely delivery of outcomes.
- Support the Project Manager in the day-to-day management, implementation, and monitoring as per M&E framework of project activities in the field.
- Conduct regular field visits to monitor the implementation of the projects, attend the trainings delivered by the partners, identify gaps in implementation and support in bridging those gaps in consultation with the Project Manager.
- Support the Project Manager in ensuring consistency and coherence in the approach between the teams working in different geographic areas.
- Identify changes and challenges in the external environment and promptly suggest necessary actions/corrective measures.
- Monitor and ensure relevant gender mainstreaming considerations are embedded in project activities.
- Handle correspondence and ensure the filing system is maintained and updated properly.
- Coordinate the implementation of HACT (Harmonized Approach to Cash Transfers) procedures in line with UNDP rules and regulations.
- Ensure project implementation follows UNDP Rules and Regulations.
Actively engages with stakeholders and partners to enhance project support and collaboration and maximize project impact and shared objectives.
- Support strong partnerships with all stakeholders engaged in the projects including governmental officials, private sector, NGOs and the local community.
- Actively seek the engagement and participation of women and youth throughout the implementation of the project, as per the Project document.
- Support implementing partners technical capacity and promote interlinkages amongst partners in alignment with the project objectives and vision.
Systematically gathers and analyzes project data to provide insights into progress and support informed decision-making and continuous improvement efforts.
- Conduct regular field visits to gather data and follow up on progress against results and benchmarks.
- Monitor project risks and issues and provide solutions where applicable; update the status of project risks and issues by maintaining the logs.
- Assist in the preparation of project proposals, inception reports, workplans, donor progress reports, and impact reports for the project.
- Draft monthly workplans, minutes of meetings, field visit reports and facts sheets, as relevant
- Document lessons learned, best practices and success stories to contribute to learning.
- Support the design, implementation and follow up of mid-term, final and impact evaluations.
- Monitor project implementation against the established indicators in coordination with the RBM team.
Support programme communication strategies and objectives to highlight project progress, share key information, and promote engagement among stakeholders and within the organization.
- Work closely with implementing partners, project stakeholders, relevant clusters, and communities in the field level to support the development of communication and visibility materials in coordination with UNDP’s communication team.
- Highlight potential stories to the Project Manager to be included as part of the communication/visibility plan/activities.
- Ensure that all donor branding and visibility requirements are fulfilled.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
Under the guidance of the Programme Design and Implementation Analyst and the direct supervision of the Project Manager, the Project Coordination Associate will undertake the assigned duties. The Project Coordination Associate will not supervise any other personnel.
