Under the overall guidance of the MCO Representative and reporting directly to the Programme Management Specialist, the Project Coordination specialist is responsible for coordinating the gender statistics portfolio which includes coordinating relationships and synergies with national partners and stakeholders, as well as the programmatic and financial monitoring and reporting of the portfolio.
Duties and Responsibilities:
Coordinate the Gender Statistics Portfolio:
- Coordinate the overall Programme (Women Count phase 2 project in Morocco as well as the EU program supporting gender mainstreaming in the production and analysis of gender-sensitive statistics), including work plan development and implementation according to Strategic Note and programme documents and ensuring monitoring and evaluation of the programmes
- Develop annual workplans, periodic narrative progress reports and expenditures status reports to the Programme Board and UN Women
- Timely prepare and quality control of all substantive technical reports, briefs and required documents
- Liaise with the HQ Women Count team and the EU focal points, national counterparts, donors and partners to ensure the Programme results are achieved and resources are managed
- Coordinate and supervise the activities of programme staff, experts and consultants working as part of the technical assistance team
- Lead programmes/projects appraisal and evaluation exercises according to results-based management requirements
- Organize Project Steering Committee, project review and/or evaluation meetings, as needed.
- Record and maintain documents on relevant Programme activities, issues, and risks
- Guide coordination with national partners and other stakeholders
- Coordinate relationships with national partners to support implementation and expansion of the Gender Statistics Portfolio, raise potential problems and provide solutions
- Identify capacity building needs and support partners through technical assistance, mentoring, training, cross-partner learning, and capacity development initiatives.
- Develop and manage the partnerships needed to implement Women Count-Morocco and EU activities, particularly with the High Commissioner for Statistics, the Ministry of Economy and Finance and all the sectoral Ministries.
- Provide technical and advisory support to implement and support partners of the Women Count-Morocco and the EU programmes in using Gender Sensitive Statistics for planning and budgeting
- Ensure the monitoring and reporting on the Gender statistics Programmes
- Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages
- Monitor periodically project results, ensuring performance indicators are incorporated and reported on in UN Women’s Results Management System (RMS)
- Monitor the implementation of activities and the expenditure of funds by partners; conduct regular monitoring visits
- Write annual and quarterly reports; review and coordinate the submission of implementing partner financial and narrative reports
- Provide inputs from the Gender statistics programmes activities and results to Morocco Office, Regional Office for Arab States and Headquarters reporting
Manage financial resources and supervise staff:
- Supervise and manage a team of professional and administrative staff, review performance and mentor/ coach staff
- Coordinate and supervise the activities of programme staff, experts and consultants working as part of the technical assistance team
- Coordinate development and preparation of financial resources of the Programme including budgeting and budget revisions, and expenditure tracking and reporting
- Oversee and monitor the allocation and disbursement of funds to participating partners
Required Skills and Experience:
Education and certification:
- Master’s degree (or equivalent) in finance, business administration, economics, public administration, or other related fields is
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Specific knowledge, training or experience in investment, private or public finance or financial markets or would be an asset
Experience:
- At least 5 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to Gender statistics.
- Experience in coordinating, implementing, monitoring and evaluating development programmes and projects
- Experience in managing implementation of interventions related to gender statistics Previous experience working in the UN system is an asset.
- An experience in analyzing/modeling/interpreting disaggregated statistics ideally with a view to develop national strategies/public policies would be an asset
Language Requirements:
- Fluency in English and French is required
- Knowledge of the other UN official working language is an asset
- Knowledge of Arabic is an asset.
