Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.
FAO’s Sub-regional Office for West Africa (SFW) is responsible for developing, promoting, overseeing, and implementing agreed strategies for addressing subregional food, agriculture, and rural development priorities. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). It assists the FAO Representations (FAORs) in the subregion with addressing subregional food security, agriculture, and rural development issues at country level. The Subregional Office is a subsidiary of FAO’s Regional Office for Africa.
Reporting Lines
Under the overall supervision of the Sub regional Coordinator and under the direct supervision of the Senior Policy Officer, the Project Coordinator will be responsible for the day-to-day management of the project.
Technical Focus
The Project Coordinator will have the primary responsibility for all technical aspects of the project, supervising regional, international, and national consultants to ensure the delivery of quality technical outputs. Additionally, the Project Coordinator will train national teams in specific areas related to inventory, environmental assessment, safeguarding of pesticides etc.
Tasks and responsibilities
Under the overall supervision of the coordinator of the FAO sub regional office for West Africa and the technical supervision of the Senior Policy Officer, in close collaboration with the country offices, RECs (CILSS, ECOWAS) and in consultation with relevant national counterparts, the Project Coordinator will be responsible for the following tasks and duties:
• Act as Secretary to the Project Steering Committee (PSC).
• Prepare and follow up on annual project work plans and budgets.
• Manage the project monitoring system tracking output and outcome indicators as established in the project’s Results Matrix.
• Coordinate and manage the various project component teams.
• Monitor and supervise short-term consultants and contracts to ensure timely delivery and quality of outputs;
• Conduct periodic monitoring visits to project sites.
• Consolidate all reports and outputs from the component teams and prepare and submit project progress reports and other reports to the FAO Lead Technical Officer.
• Dissemination of technical guidelines related to various aspects of integrated pest and pesticides management.
• Update and delivery of training programmes for national teams of participating countries on aspects related to elimination of obsolete pesticides, containers management, pesticides management etc.
• Ensure the timely drafting of specifications and terms of reference as required (consultants, equipment, contracts, supplies, etc.) for different project activities.
• Identification and supervision of specialist training suppliers, and participation as lecturer in workshops and training courses related to pest and pesticides management as appropriate.
• Ensure information sharing with other GEF-funded POPs projects in and outside the region.
• Act as the project’s focal point to ensure SFW’s full involvement in the project’s final evaluation process, under the direction of the Office of Evaluation (OED).
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced University degree in Agronomy and / or plant protection or integrated pests and pesticide management pests or in a related subject matter.
• 10 years of relevant experience in implementing field projects in pest and pesticide management in West Africa and/or with developing countries to build capacity in pest and pesticide management.
• Working knowledge of English and French for both COF and PSA.

• Detailed understanding of international conventions internationally accepted best practice and relevant agreements on pest and pesticide management.

• Strong knowledge on integrated pests and pesticide management pests
• Strong experience on capacity training related to the assignment.
• Ability to work independently and in harmony with other project staff for an effective delivery of projects objectives and expected results, and within the limits of the budget of the project.
Selection Criteria
• Relevant experience Project/Programme development, Project analysis, coordination, management, and implementation.
• Proven work experience in international, or regional and national organizations.
• Good skills in facilitation of workshops, meetings, training and or similar events, and excellent ability to conduct consultations with diverse stakeholders.
• Experience in managing and coordinating programmes in Crop Protection, Pesticide Regulations and Management
• Demonstrated ability to establish priorities and to plan, organize the work elements in a complex, dynamic and difficult environment.
• Excellent interpersonal relations and communications skills.
• Ability to gather, organize and analyse information.
• Capacity to interact professionally with a wide variety of stakeholders.
• Willingness to work extended hours and respond to strict deadlines.
• Ability to work with multi-disciplinary teams.
• Good communication and computer literacy.
