Job Purpose
To support the delivery of the 4-year Care Connect: Action for care workers in the Philippines Project under the Gender Justice (GJ) Portfolio of Oxfam Pilipinas based on agreed deliverables with donors and partners from civil society, private sectors, local government units and related agencies; provide support to the Gender Justice Portfolio Manager in managing all relations, deliverables, activities, and communications across the entire project life cycle.
The objective of the Care Connect: Action for care workers in the Philippines Project is to contribute to the promotion of dignity and respect for paid and unpaid care workers, particularly women and girls in the Philippines. The project strives to contribute to the empowerment of these women and girls to exercise agency and decision-making, enabling them to lead fulfilling lives and participate equally in economic, social, cultural, and political spheres.
Dimensions
- Work patterns will not be overly defined and will require self-motivation and judgement from the post holder. The role is variable, but with well-defined targets and/or minimum standards, and is both proactive and reactive.
- Oversight of assigned projects, which will include active engagements with partners, ensuring project delivery, and project-related communications.
- Diverse and context analysis of thematic agenda of projects, requiring field experience, and understanding of development work, particularly on the assigned portfolio.
- Problems encountered are likely to be highly diverse and complex, requiring comprehensive analysis and would need to collaborative to resolve issues or problems collectively.
- Impact and influence will cut across Oxfam’s resilience and gender justice portfolio – including humanitarian concerns, with active engagement with diverse partners from civil society, private sector, academe, and government; and working different Oxfam units/teams.
- Involved in organizational strategic program thinking, learning and planning, internal policy improvement, and supporting and embedding the country program’s strategic partnership approach.
- Work in collaboration with different functional teams from the Gender Justice and Resilience Portfolio, Policy, Advocacy and Communications, ), Humanitarian Response, and Partnership Support and Operations (PSO) units.
What we are looking for: SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:
Essential
- At least five (5) years of demonstrated competencies in project management cycle, especially in areas of planning, implementation, monitoring, learning, financial management of budgets, and high-quality donor report-writing.
- Relevant experience in advocacy, campaigns, research and network building around gender and development, women’s economic empowerment including paid and unpaid care work related projects and programs.
- Experience in basic grants management and donor compliance.
- Experience of and ability to build, sustain, and manage strong partnerships and work collaboratively with a wide variety of organizations in different geographic areas including government agencies, CSOs, NGOs, and private sector institutions.
- Strong interpersonal skills and ability to work in multicultural settings and with community groups of varying backgrounds, developed capacity for tact, diplomacy, and negotiation.
- Organized, with good attention to detail and developed ability to prioritize tasks to meet tight deadlines and organize work in a complex institutional setting.
- Proficiency in designing and managing project meetings, activities, and workshops such as designing, documenting, and facilitating programs and processes.
- Excellent communication skills with fluency in written and verbal communication (i.e., English, and Filipino).
- Proficiency in using basic MS office applications (Word, Excel, Access, and PowerPoint).
- Good people management skills with a good understanding of team development.
Desirable
- Knowledge in Do-No-Harm principles and conflict sensitivity.
- Demonstrated experience and knowledge on gender and development, women’s economic empowerment, paid and unpaid care work.
- Proficiency in designing, facilitating and documenting meetings.
- Proficiency in People Soft tools for project management; and
- Experience in basic capacity development initiatives across partner organizations.

KEY RESPONSIBILITIES
The Project Coordinator will closely collaborate with the Gender Justice Portfolio Manager, and Care Connect-related posts in carrying out the following responsibilities:
Project Management:
- Oversees the day-to-day management, coordination and implementation, including executions of tasks such as report preparation, end of project activities, good partnership coordination, maintaining and managing online project management tools, forecast and top-up among others of the Care Connect Project in close coordination with the Gender Justice Portfolio Manager.
- Directly responsible for the supervision, monitoring, quality delivery and accompaniment of the partners in the Care Connect Project management cycle. This involves monitoring and accompaniment of partners work – review of partner reports, partnership conversations/meetings and field visits.
- Reports to the Gender Justice Portfolio Manager the progress of the project in a timely manner any delays or deviations from the agreed work plan in the donor contract and collaborating early to identify potential delays, challenges or capacity gaps and coordinating with colleagues to address and rectify.
- Closely works with partners to comply with all organizational and donor requirements, participate in consolidation of narrative and financial reports, and collaborates with relevant colleagues for program quality to ensure timely submission of high-quality reporting that complies with donor requirements.
- Collaborates with finance officers to monitor and ensure that project expenditure is in line with project budget/forecast, and that transactions and documentation comply with Oxfam policy, procedures and minimum standards. Review budget vs actual spending of partners on monthly basis, follow-up submission of financial reports and inform the Gender Justice Portfolio Manager of any issues and concern including variances and suggestions for remedial action as necessary and in a timely way.
- Ensures that proper finance, administration and logistics systems and procedures are done in accordance with Oxfam and the donor’s policies by the partners and the project. Where partners need support to develop the capacities in the foregoing, develop and manage the implementation of a plan, in collaboration with finance and logistics teams.
- Works with the Project MELSA Officer and partner’s MELSA focal person to establish a database and repository system of project documentation and communication ensuring safe data management and sharing of information.
- Participates and co-organizes with the Gender Justice Portfolio Manager the Project Management Team (PMT) and see through the implementation of agreed action points of the Project Coordination Team and Project Steering Committee.
- Assists and supports the MELSA focal and Safeguarding Focal Points in ensuring effective operationalization of the project’s complaints and feedback system (CFS), in line with Oxfam Pilipinas’ framework, standards and with project design and contractual requirements.
- Works with the Gender Justice Portfolio team in implementing the Portfolio’s workplan and ToC relative to the Care Connect Project.
Partnership Management
- Works collaboratively to solve any partnership-related concerns or challenges within and among Care Connect partnership, seeking to resolve them in a mutually beneficial and amicable way that seeks to empower and escalates concerns or challenges to his/her line manager as appropriate.
- Sets up effective partner meetings to review progress and plan accordingly.
- Ensures partner learnings are documented and shared between partners and with other Oxfam teams.
- Supports and sustains strong organizational relationships with partner organizations within the Gender Justice portfolio, coordinating and monitoring all activities and communications to ensure that they reflect the spirit and intent of Oxfam Pilipinas’ Strategic Partnership Model.
- Supports the preparation of any relevant amendment to the Project Partnership Agreement (PPA) during project implementation as agreed with during learning reviews, partnership conversations and project management meetings.
- Facilitates and supports partner organizations to engage the country programmes in incubating and developing new concepts and projects, and innovative and fresh ideas to programming, providing access to available technical expertise and resources both internally and externally as required.
Provides and ensures open access to both him/herself and the wider Oxfam team, promoting continuous dialogue and ongoing feedback from partner organizations within his/her portfolio.
Other
