Background
The Global Survivors Fund (“GSF”) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, Nobel Peace Prize laureates 2018. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence around the globe, thus responding to a gap long identified by survivors. GSF acts to provide interim reparative measures in situations where states or other parties are unable or unwilling to meet their responsibilities. GSF advocates for duty bearers as well as the international community to develop reparations programmes. It also guides states and civil society by providing expertise and technical support for designing reparations programmes. GSF’s survivor-centric approach is the cornerstone of its work.
Role Summary
The Project Coordinator for South Sudan will ensure the smooth implementation of the project for interim reparative measures (IRM) in South Sudan. They will make sure that all the relevant partners of the consortium are well coordinated and that the project is implemented according to GSF methodology. The coordinator will also be responsible for leading the development of the national advocacy and technical support strategy in South Sudan.
The Project Coordinator for South Sudan works under the direct supervision and will report to the Regional Coordinator for Africa, in close collaboration with the IRM team and will liaise with all GSF units, in particular the National Advocacy and Technical Support Unit, Finance Unit and Communication Unit.
Position Responsibilities
Act Pillar (Project for Interim Reparative Measures – IRM)
Coordinate the framing and implementation of the IRM project in South Sudan
- Identify and seize opportunities for partnerships in South Sudan;
- Carry out relevant mappings and feasibility assessments as required by the IRM project and report on them, with clear recommendations, in a timely manner;
- Oversee, guide, and support local partners and survivors’ networks to implement the IRM in South Sudan based on GSF survivors-centred approach, multistakeholder and localised participation, and IRM project methodology;
- Lead and coordinate the design of implementation plans and budget proposals, for the whole anticipated project, with breakdown for each project phase; then later as relevant, assess needs and review proposed amendments, in close coordination with the Regional Finance Coordinator;
- Oversee and coordinate partners’ activities; support partner’s project coordinators and coordination team in implementing the planned activities, and when relevant manage changes to the project scope, schedule and costs; contribute to ensure that project remains within approved scope, time and budget;
- Support and guide the partners’ coordinator to ensure the implementation of GSF process and methodology;
- Organise and participate in regular missions to project locations, to orientate and participate in project activities with survivors, communities, and teams, as well as to oversee implementation;
- Support the organisation and participate in the meetings of the Project Multi-Stakeholders Steering Committee;
- Support the organisation of activities for evaluation of performance and impact, in liaison with the GSF M&E Officer;
- Organise trainings of partners and project teams on IRM Project methodologies, as well as focus group discussions with survivors on relevant topics in liaison with relevant GSF units;
- Monitor that survivors’ data is processed according to GSF data protection policy and procedures.
Transversal Activities on IRM Projects
- Contribute to the development of GSF’s toolkit and other IRM project guidance tools considering lessons learnt from South Sudan’s IRM project;
- Shape and expand GSF community of practice in South Sudan;
- Oversee, monitor and support the sharing of best practices of IRM projects, including the one on South Sudan, with national institutions according to the national country strategy;
- Contribute to reporting of activities within the Programmes Department including on performance indicators.
- Review quarterly narrative reporting from partners and support them to ensure GSF received timely reporting.
Advocacy and Guide pillars
- Liaise with the National Advocacy and Technical Support (NATS) unit to ensure coordination and implementation of NATS strategy;
- Liaise and coordinate with NATS and the International Advocacy and Policy Unit to ensure that GSF’s advocacy goals as relevant for South Sudan are advanced: urgency, co-creation, financing of reparation, and children as rights holders;
- Represent GSF in high-level meetings with South Sudan authorities, national institutions, United Nations agencies, survivors and civil society organisations, on initiatives for survivor’s right to reparation or linked to the transitional justice mechanisms and partner’s coordination in accordance with the survivor-centred approach at the heart of GSF methodology;
- Identify opportunities for and support training initiatives that strengthen relevant national civil society and survivor organisations’ conflict-related sexual violence advocacy and technical support capacities;
- Develop and strengthen partnerships with relevant national and international stakeholders to promote the development and implementation of state reparations measures for conflict-related sexual violence survivors;
- Share the relevant lessons learned of the IRM project with both teams and share relevant lessons learned on advocacy and technical support with the IRM team.
Other transversal activities
As Country Lead
- Lead the development and update of the GSF South Sudan strategy;
- Lead the development of the GSF annual planning and budget process, in collaboration with the Regional Finance Coordinator;
- Responsible of the day-to-day implementation of GSF objectives, results (outcomes) and activities in the country, across GSF strategic pillars, in liaison with relevant Heads of Units;
- Organise regular meetings of the Country Team, to collect and share information, and ensure that every relevant member of the country team is involved and informed on anything related to the country;
- Report to relevant Heads of Units and/or Director of Programmes for any key strategic decision.
Monitoring and reporting on activities
- Collaborate with the area experts (PSEAH and Data Protection) for the development and or adaptation of tools for the activities.
Communications
- Collaborate with the GSF Communications Unit for the development of communication tools on activities implemented in South Sudan.
Risks and security
- Act as Security Focal Point in South Sudan and before any GSF team member visits: develop a risk assessment and mitigation measures and oversee the planning of country missions as well as their execution according to GSF Security Policy and rules.
Finance and Administration
- Collaborate with the Regional Finance Coordinator on financial and administrative planning of the IRM project and other activities in the country;
- Contribute to the monitoring of budget execution for all expenses related the country, led by the Regional Finance Coordinator and Operations Department, anticipating/explaining variances and potential need for changes and/or amendments;
- Monitor that partners comply with reporting deadlines and requirements;
- Liaise with the Regional Finance Coordinator to ensure consistency between narrative and financial report, and review relevance of forecast prepared by partners compared to planned activities for future.
Position Requirements
Education and Experience
- Advanced university degree (master’s or equivalent) in law, international relations, political science, sociology, or related discipline;
- At least 6 years of relevant professional experience working on project management, project design, monitoring and evaluation in relation to human rights, humanitarian law, conflict-related sexual violence (CRSV), advocacy, reparations, and/or transitional justice, preferably in South Sudan or in conflict context;
- A bachelor’s degree with minimum 8 years of experience in a similar position is considered as equivalent.
Other requirements
- Strong experience in effective team leadership and management, as well as team coordination and conflict resolution;
- Ability to build and sustain strong relationships and effective partnerships across organizations and project locations;
- Solid practical experience working with survivors and victims of conflict-related sexual violence, survivor associations, non-governmental and/or national civil society organisations;
- Strong knowledge of and experience with the survivor-centric approach, and co-creation, in line with existing good practice and guiding principles;
- Understanding of the South Sudan conflict landscape including all political, social, economic, cultural and religious dynamics;
- Proven experience in project management, including budget management
- Experience in data protection
- Effective communication skills;
- Excellent reporting skills;
- Strong writing, drafting, and public speaking skills are highly desirable;
- Proven ability as a problem-solver with a solution-oriented approach;
- Ability to work independently;
- Ability to travel and go on regular missions within South Sudan;
- Ability to work as part of multi-cultural and cross-functional team, and to bring and maintain a good team spirit;
- Proficiency in computer applications such as MS, Word, and Excel;
- Tech savvy and at ease with latest communication technologies
Language requirements
- Fluency in English is required;
- Knowledge of one of these languages: Dinka, Nuer, Bari, Zande or/and Juba Arabic will be considered as an asset.
