ABOUT YOU
You will have strengthening public health service delivery programs, partner technical support and capacity building, advocacy, health systems performance. You will also have experience with a mix of practical technical skills necessary for strengthening health systems at the county, national, and community levels. Furthermore, you will have excellent knowledge of national, county, community level issues impacting health systems and demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders. You will also have superior presentation skills, both written and oral and ability to communicate technical materials to a mix of audiences and for differing purposes using print, electronic, and presentation media. Additionally, you will have maturity, High degree of integrity and professionalism with interpersonal and intercultural sensitivity. Finally, you must have strong oral and written communication and presentation skills in English and conceptual, analytical and presentation skills.
THE OPPORTUNITY
The Health Financing Coordinator will provide technical support for all FHFK health financing initiatives towards capacity of the public health systems to sustainably deliver and increase the use of affordable self-sustaining models of eye health services, especially for women, girls, the poor and rural populations.
The role will coordinate the implementation of the Sustainable model for the health financing (SMEHF) project. This is part of the spectrum of health financing functions that contribute to achieving universal health coverage through public investment in Eye Health, including increasing financial protection and expanding equitable population coverage. Providing technical assistance to ensure that national policies and procedures for public health financing are integrated at all levels of the health system.
KEY RESPONSIBILITIES
- Lead the implementation of eye health financing, policy and advocacy initiatives within the Foundation providing targeted capacity building and technical assistance to partners on ground.
- Support development and use of analytical tools in public health financing and related fields (including WHO building blocks), ensuring timely technical inputs in this regard.
- Stay abreast of key developments in health finance and resource allocation innovations and interventions in Kenya, and globally to inform technical support activities for the SMEHF project. This includes interaction with national government MOH, social services, Council of Governors, and county health leadership.
- Participate in the review and implementation of technical support activities related to public health finance policy in Kenya including generation and packaging of evidence.
- Lead the implementation of eye health financing and advocacy activities related to universal health coverage, providing targeted capacity building and technical assistance to county partners.
- Map out the SMEHF project performance milestones, ensure regular reporting and analysis and reporting within FHF and with partners – for reporting and improvement.
- Develop and deliver a range of materials to various internal and external audiences to share analytical findings, recommendations, and to inform key policy decisions.
- Lead cost and cost-effectiveness analyses of eye health services and programs, including developing costing projections and estimations using standard costing tools.
- Track financing opportunities and support the business development team in developing inputs and analyses in calls for proposals.
- Engage with NHIF at both national and county levels, to ensure adequate capacity building, integration of policies, guidelines, and practices as part of project implementation.
- Frequent interaction with government and stakeholders at the national and county levels relevant to health financing space and participate in FHF level reviews and technical support for achievement of project outcomes.
- Manage relationships with stakeholders, including implementation and participation in technical forums, working groups, and other meetings with government partners.
- Participate in the inspiration of the FHFK team and service providers to appreciate, embrace and implement critical components of the project leading to sustainable health financing practices.
WHAT YOU’LL NEED TO SUCCEED
- Minimum of 5 years significant experience in public health programming, health economics, health financing or related programs in the context of low resource settings, including technical knowledge of universal health coverage, financial protection, and relevant health systems areas in a reputable NGO.
- Master’s degree in international development, public health, project management, Social Sciences, International Development, health economics or related field.
- Substantial understanding of economic policies, HSS structures with proven experience interacting with governments, non-governmental organizations, donors and/or the private sector including excellent diplomacy and cross-cultural interpersonal skills.
- Identify and develop opportunities for Health Financing grant acquisition.
- Advise on project design and evaluation, demand, and resource planning.
- Provide technical support to national level decision makers on financial resource planning.
- Develop presentations for national and international level fora on Health financing and financial protection for sharing with donor and partners.
- Technical support to FHF Kenya staff partners on lobbying/advocacy for integration of eye health into social protection schemes.
- Develop and expand networks to strengthen public health financing for eye health.
