Office/Unit/ProjectDescription

On October 21, 1974, the United Nations Development Programme and the Government of Barbados agreed to “support and supplement the national efforts of developing countries at solving the most important problems of their economic development and to promote social progress and better standards of life.”

Subsequently, similar agreements were entered with the Governments of the ten countries and territories that the UNDP Multi-Country Office (MCO) for Barbados and the Eastern Caribbean serves: Anguilla, Antigua and Barbuda, Barbados, the British Virgin Islands (BVI), the Commonwealth of Dominica, Grenada, Montserrat, Saint Kitts and Nevis, Saint Lucia, and Saint Vincent and the Grenadines.

UNDP Barbados and the Eastern Caribbean Multi-Country Office (MCO) aims to create an enabling environment where our national governments have the capacity for inclusive and sustainable human development; and meet their regional commitments, and internationally agreed objectives including the SDGs. The MCO focuses on policy and knowledge advisory services that facilitate poverty reduction, improved democratic governance, economic recovery, climate resilience, disaster risk reduction, social inclusion, and human rights. UNDP partners with governments and people at all levels of society to help build nations that can withstand crisis, and drive and sustain the kind of growth that improves the quality of life of everyone. We are on the ground in around 170 countries, to help empower lives and build resilient nations.
 

Small Island Developing States (SIDS) are recognized as a distinct group of developing countries facing specific social, economic, and environmental vulnerabilities but also having common opportunities to address holistic resilience. This group of states comprises 38 UN Member States and 20 non-UN members/Associate Members of Regional Commissions.

Pivotal to UNDP’s support for Small Island Developing States (SIDS) is helping collective achievement of the actions under the SAMOA Pathway. As such, with the current 10-year implementation period ending, the Government of Antigua and Barbuda and UNDP are collaborating with SIDS and relevant global, regional, and national partners to craft a new 10-year SIDS Agenda to be adopted at the Fourth International Conference on SIDS to be held in Antigua and Barbuda during 27 to 30 May 2024.

Noting this, the Government of Antigua and Barbuda has requested UNDP’s support for the country’s hosting of the Conference. To facilitate this support as well as any follow-up actions and initiatives, UNDP has established a project framework to cover the programmatic engagement with the Government of Antigua and Barbuda, including the support hosting the Fourth International Conference on SIDS through the provision of in-country and on-the-ground logistical support, procurement support, transportation support, and communications actions. UNDP’s support in the region may also extend to follow-up actions determined in the new SIDS Agenda adopted at the conference.

Scope of Work

Under the overall guidance and in coordination with the UNDP Multi-Country Office (MCO) for Barbados and Eastern Carribean, the Project Coordinator will implement the agreed project activities and ensure that objectives are reached as set out in the PIP and that any other programmatic engagement for the regionemerging from the SIDS4 Conference will be supported at the direction of the UNDP MCO Resident Representative. The position assumes full responsibility for developing workplans, managing and implementing effectively and efficiently all project activities and resources (human, financial, physical / material assets, etc) under all components of the project in order to meet expectedresults. Project Coordinator is responsible for the day-to-day management and decision-making for the project

 

The Project Coordinator will be expectedto deliver resultsin the areas of:

 

Advisory Support on Policy and Overall Direction of the Project

  • Liaise with partners or itsappointed Project Assurance roles toensure the overall direction and integrity of the project;
  • Lead the strategic planning, formulation and monitoring of programmatic issue.
  • Lead on the development of project workplans
  • Ensure the overall relevance, and performance of the project, the effective realization and quality of outputs, and adherence to applicable UNDP’s standards, rules and regulations;
  • Implementation of programme results
  • Implementation of reporting, monitoring and evaluation policies and strategies

 

 

Provide support for effective project planning, maanagement and implementation of the project

  • Manage the realization of the project through activities;
  • Manage the Projects’finances according to the budgets;
  • Compile and summarize information and data for the formulation of project work plans, draft annual/quarterly budgets, proposals on implementation arrangements, and on other specific project-related topics or issues.
  • Lead on all aspects of project implementation in accordance with the PIP. Ensure quality of delivery by consultants, beneficiaries, and contracted companies; and communicate findings to the supervisor.
  • In collaboration with national counterparts, mobilize goods and services to initiate activities including drafting ToR for required goods and services and facilitating the procurement for needed items for the conference. This should be in alignment with UNDP rules and regulations and will be for:
    • In-country transportation services for non-VIP participants
    • Event management services
    • Audiovisual equipment, electronics, internet and IT services at conference location.
    • Support the preparation of communications materials (e.g. digital banners, social media, other media outreach; backdrops; branding
    • Supervise the maintenance of the Project related documentation (contracts, reports, correspondence, an inventory list of all equipment purchased, etc. under the Project);
    • Prepare Final Project Review Reports being submitted to the Project Board. Identify follow-on actions and submit them for consideration to the Project Board;
    • Manage the transfer of project deliverables, documents, files, equipment and materials to national beneficiaries; where applicable
    • Perform other duties as required.

  • Engage with government officials at the national, regional and local levels where requested;
  • Establish and maintain dialogue with government officials, both local and national, NGOs, partners, donorsand communities to provide knowledge and understanding, ensuring accurate interpretation of the program’s mission;
  • Liaises regularly and forges close linkages with other UNDP programs, agenciesand entities, as well as other international and national stakeholders concerned with or providing support to the UNDP Barbados MCO;
  • Contributes to the harnessing of effective partnerships and competitive selection of Responsible Parties for the implementation of UNDP projects;
  • Supports programming work and participates effectively in coordination forums and frameworks

 

Perform any other duties within your functional profile as assigned and deemed necessary for the efficient functioning of the office.

 

Institutional Arrangement:

The Project Coordinator will work under the direct supervision of the ProgrammeAnalyst Prevention Recovery and Resilience Cluster.

Minimum Qualifications of the Successful NPSA

 

 

Minimum Education requirements

Advanced university degree (Master’s degree) in Business or Public Administration, Project Management, Disaster Management, Climate Change, Development or related field.

A first level university degree (Bachelor’s Degree) in Business or Public Administration, Project Management, Disaster Management, Climate Change, Development or related fieldwith an additional two 2 years of relevant work experience will be given due consideration in lieu of the advanceduniversity degree

Minimum yearsof relevant work

experience

Up to twoyears with a Master’s degree or a minimum of two yearsif in possession of a Bachelors degree of relevant experience

in project or programme management within the Caribbean.

Required skills

Experience in the use of computers, officesoftware packages (MS Word, Excel, etc.) and web-based management systems, and
