Médecins Sans Frontières is a private, non-profit international humanitarian organization dedicated to providing medical assistance to populations in crisis, without discrimination and regardless of race, religion, creed or political affiliation. MSF is looking for the following position based in Soran.
Main Purpose
- To support the Project Coordinator in the implementation, coordination, and continuous adaptation of MSF operations based in Soran and implemented across the Soran Independent Administration, where MSF supports district hospitals and primary health care centres supporting emergency preparedness to ensure delivering emergency, referral, and essential services to populations living in Soran area in a volatile context.
- The role contributes to maintaining operational continuity and relevance in a rapidly evolving humanitarian environment, characterized by fluctuating needs, variable access conditions, overstretched local services, and the potential for sudden increases in emergency caseloads.
- Through contextual analysis, stakeholder engagement, coordination support, and staff briefings, the position helps ensure that MSF’s emergency medical response remains accepted, well‑coordinated, and adaptable, in line with MSF’s emergency mandate and principles.
- The position requires a strong capacity to navigate complex local dynamics, support decision‑making in situations of uncertainty, and facilitate constructive dialogue with authorities and communities, while balancing day‑to‑day project needs with the broader objectives of MSF’s mandate.
- The position is based in Soran and supports MSF activities throughout the Soran Independent Administration, including peripheral districts and rural areas where health facilities are geographically dispersed, referral pathways are long, and effective service delivery depends on strong coordination, contextual awareness, and sustained local engagement.
- This Soran‑based position supports MSF operations across the Soran Independent Administration, requiring strong analytical capacity, diplomacy, adaptability, and local engagement. The role contributes both to the launching of emergency medical activities and to MSF’s capacity to anticipate and respond to evolving humanitarian needs in line with its emergency mandate.
Responsibilities
- Monitor, analyze, and share contextual information related to the Soran Independent Administration, including humanitarian, social, institutional, cultural, and access‑related dynamics, to support informed operational planning and timely adaptation of activities.
- Support MSF representation and dialogue with local and regional authorities, health institutions, community representatives, and humanitarian actors, together with or delegated by the Project Coordinator, promoting clear understanding of MSF’s medical objectives, humanitarian mandate, and operational approach
- Support internal and external communication, including drafting correspondence, briefings, and meeting minutes, ensuring accurate, coherent, and culturally appropriate messaging regarding MSF’s activities and positioning within the Soran Independent Administration, and supporting adherence to required administrative, registration, and regulatory processes with relevant authorities to enable uninterrupted operations.
- Contribute to staff induction, briefings, and refreshers on contextual, cultural, organizational, and operational aspects of working in Soran‑based and peripheral settings, supporting staff integration, shared understanding of the environment, and appropriate professional conduct.
- Participate in needs assessments and exploratory missions addressing a wide range of potential humanitarian and medical needs
- Maintain and strengthen local networks and information management
- Promote MSF’s neutral, independent, and impartial positioning through consistent engagement, discretion, and adherence to humanitarian principles
Qualifications & Preferred Skills

Education |
University Diploma Level, preferably in the field of Social Sciences |

Experience |
Experience working in complex humanitarian or operational environments Demonstrated experience in contextual analysis, reporting, coordination, and liaison with multiple stakeholders Experience supporting or working closely with senior coordination or field management roles
Experience in emergency responses, project start-ups, or rapidly evolving operational settings |

Kurdish (Sorani and Badini) – high level oral and written command English – high level oral and written command |
