Project Director – Global Health Risk and Capacity (GHRC)

Position description

SoCha is preparing for the Global Health Risk and Capacity (GHRC) mechanism, an upcoming competitive procurement to be issued by USAID’s Bureau for Global Health. GHRC will be a centrally-managed mechanism that supports USAID/Washington operating units (OUs) and receives buy-ins from Missions for PEPFAR and other health programs globally to manage local awards to government and non-government partners, including local organizations. GHRC has three strategic objectives:

  • Support USAID OUs’ engagement with local partners.
  • Support capacity strengthening of USAID-funded local health partners through technical assistance to individual organizations or government entities.
  • Support capacity of USAID-funded local health partners through global activities that promote knowledge exchange.

SoCha is seeking CVs from interested individuals and will reach out to qualified candidates once USAID releases the upcoming Request for Proposals (RFP). The following position description is subject to change based on USAID’s final requirements in the RFP.

Roles and Responsibilities

The Project Director (PD) will provide overall team management, guidance, direction, and administrative and technical support to the contract. The PD will be responsible for leading the Washington, DC-based core team as well as coordinating with the GHRC Contract Officer’s Representative and Mission-based Activity Managers. Additionally, the PD will be responsible for setting the overall technical direction of the activity and overseeing the quality and completion of GHRC deliverables. The PD’s responsibilities will also include attracting a steady flow of buy-ins from Missions and ensuring overall compliance with the contract.

Minimum Qualifications and Experience

  • An advanced degree (master’s required; PhD preferred) in public health, medicine, social/behavioral/biological sciences, international affairs, management, and/or related fields.
  • At least ten (10) years of work experience relevant to the contract subject matter working with local partners in a developing environment.
  • At least five (5) years of experience with PEPFAR programming and policies.
  • At least five (5) years of experience managing international development projects with similar scope and complexity.
  • Previous experience managing expatriate and local staff.
  • Experience interacting with senior level government officials in developing countries, international organizations, other bilateral donors, and civil society representatives.
  • Experience working with local partners, particularly in areas related to organizational capacity development, financial management and audits, business development, and transition/sustainability.
  • Field experience working with humanitarian response and public health programming is highly desirable.
  • Must have excellent oral and written communication, analytical, interpersonal, team management, leadership, and decision-making skills.
