Overview

Jhpiego seeks a Project Director (PD) to provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for an upcoming global health project funded by the U.S. Agency for International Development. The project, valued at $90 million, will support in-country counterparts in 24 focus countries and 32 technical assistance countries to scale up and improve management of drug-resistant TB (DR TB) by expanding access to high quality treatment services.  This project will provide specialized technical assistance to enhance the quality of country-level DR-TB projects.

The Project Director will have the overall responsibility for leadership and management and reporting of project activities across multiple country settings. The PD will be responsible for making key decisions and solving problems in short timeframes while ensuring operational and project quality and integrity. The PD will serve as the project’s main point of contact with USAID on routine and strategic matters. The PD will also ensure effective organizational management and communication with host country governments and key stakeholders at all levels, including international entities. 

This position is contingent upon award and annual funding from USAID.

Responsibilities

  • Provide multi-country leadership and strategic direction to ensure programmatic and financial integrity of the project and serve as the main point of contact to USAID and within Jhpiego that is accountable to achieve rapid and sustained goals, objectives, and targets
  • Provide overall vision and leadership to the development the project strategic plan and project monitoring framework, in close collaboration with USAID Bureau of Global Health, USAID missions, country ministries of health, and other stakeholders to ensure timely implementation and compliance to the requirements and regulations of the award
  • Provide oversight for all aspects of project implementation of expected outcomes and objectives to include but not limited to: (1) Ensure activities are aligned with the latest scientific evidence in DR-TB as well as incorporate innovative implementation approaches for DR-TB programs; (2) Develop solutions to barriers and issues that are impeding the implementation of the Activity; and (3) Ensure activities are designed with country-specific contexts in mind given the varying partners and countries the activity will support.
  • Provide technical expertise in DR-TB to support the design, implementation and communication of activities in accordance with project objectives.
  • Ensure compliance with the terms of the award, USAID rules and regulations, and Jhpiego’s internal policies and procedures
  • Develop and maintain strong working relationships with USAID, host-country Ministries or Departments, USG implementing partners, international organizations, private sector partners, and other key stakeholders in target countries to maximize resources and avoid duplication of effort
  • Coordinate with various DR-TB implementing and research partners to ensure the activities are complementary and responsive to latest updates and innovations.
  • Contribute to Mission buy-in and/or country selection processes in collaboration with USAID, Ministries of Health, and the project team throughout the 24 focus countries
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks, effectively track data/results, and lead project CLA activities for continued improvement of project activities and approaches
  • Work with finance and project staff to develop and track project budgets
  • Provide guidance, in collaboration with staff, to subcontractors and sub-grantees and manage their technical contributions, including defining scopes of work
  • Lead and oversee the overall work planning process in close collaboration with USAID, Ministries of Health, key stakeholders, and the project team (both global and in-country)
  • Oversee the quality, preparation, and timely submission of project reports to donor, including routine quarterly and annual reports and other reporting requirements as requested
  • Represent Jhpiego and the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations
  • Lead project-specific locally led development strategies and approaches to strengthen capacity of local implementing partners for sustainability
  • Collaborate with project team to build capacity of national Ministries of Health and other relevant stakeholders in relevant technical areas
  • Identify issues and risks related to project implementation in a timely manner and appropriate program adjustments
  • Ensure the execution of a Project-wide Communications and Knowledge Management Plan, including documenting successes, lessons learned and challenges in implementation
  • Write and/or review project materials and publications
  • Author/co-author abstracts, presentations, and articles for journals and conferences
  • Manage a diverse team of technical, operational and management staff, ensuring an organizational structure with specific roles and responsibilities and a high level of staff morale and retention
  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results

Required Qualifications

  • Advanced degree in public health or a related field
  • At least 10 years of experience successfully managing large, multi-partner, multi-country, multi-year international health sector development projects that have implemented successful activities in TB, HIV or other infectious disease detection, treatment, or prevention
  • Previous experience serving as Project Director/COP or DCOP or in senior-level management position
  • Demonstrated experience and knowledge in establishing project systems and successfully overseeing project start-up and close-out
  • Previous experience working in international settings (Africa, Eastern Europe, Asia) with intimate understanding the gaps and opportunities in DR-TB detection, treatment, prevention, and sustained local preparedness
  • Experience in building capacity of Ministries of Health and other local stakeholders
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs and CSOs
  • Direct USAID experience, with an in-depth knowledge of USAID regulations, compliance and reporting requirements
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Excellent skills in facilitation, team building, and coordination
  • Excellent verbal, written interpersonal and presentation skills in English
  • Proven track record monitoring budgets and expenses to stay within obligations.
  • Ability to coach, mentor and develop technical capacity in global and national projects in technical staff
  • Ability to travel internationally at least 50% of the year

  • Excellent verbal, written interpersonal and presentation skills one additional language (French, Spanish, Portuguese) preferred
