Project Director (PD), USAID LGBTQI+ Addendum No. 4 to the Justice, Rights, and Security (JRS) Annual Program Statement (APS)

Summary:

Save the Children is seeking a Project Director (PD) for the anticipated USAID LGBTQI+ Addendum No. 4 to the Justice, Rights, and Security (JRS) Annual Program Statement (APS). The specific purpose of the LGBTQI+ Addendum is to support regional/multi-country initiatives to advance the holistic development of LGBTQI+ populations (i.e., securing their rights to employment, education, livelihoods, and access to basic services) and to more effectively respond to the harmful effects of anti-rights actors. The LGBTQI+ Addendum to the JRS APS has three primary objectives:

  • Objective #1: Advance the rights of LGBTQI+ individuals and communities to access education, professional development, livelihoods, and employment opportunities.
  • Objective #2: Advance the rights of LGBTQI+ individuals to access quality basic health services, including mental health and psychosocial support services (MHPSS).
  • Objective #3: Advance the ability of regional/multi-country organizations and/or coalitions to effectively respond to and counter anti-rights actors.

The PD will be Save the Children’s primary point of contact with USAID and all relevant stakeholders. This position will collaborate with bureaus and offices within USAID to maximize impact, and with other critical partners to provide high-level support for effective capacity building at the local level and sustainability of the project interventions. The PD will lead a team of experts and support staff, including consortium partners, align project initiatives with in-country priorities, and ensure the program is compliant with USAID and Save the Children’s regulations. This position will be based in Kathmandu, Nepal, requiring travel to other project offices as needed.

Note: This position is contingent upon donor approval and funding.

What You’ll Be Doing:

  • Develop strategic plans, annual and quarterly work plans, and provide overall program management in line with USAID guidelines to achieve project objectives.
  • Ensure high quality technical leadership and oversight is in place.
  • Lead team and consortium members to provide coordination and guidance among multilateral and bilateral partners and other key stakeholders.
  • Support the development of strong M&E mechanisms, program monitoring tools, and efficient systems to ensure high quality implementation.
  • In collaboration with consortium members, build thought leadership around LGBTQI+ rights and ensure allyship and regional and transnational coalition to address anti-gender equality and anti-LGBTQI+ movements.
  • Ensure compliance with USG regulations and procedures and Save the Children policies and guidelines.
  • Represent Save the Children with partners and key stakeholders and maintain positive relationships with USAID, government officials, and country office teams.
  • Establish effective communication and coordination with relevant stakeholders in order to implement interventions and incorporate country-wide priorities.
  • Ensure efficient management of financial resources, including the review and approval of program budgets and monitoring expenditures.
  • Manage and motivate direct reports to achieve their work plan objectives and to contribute to the achievement of the overall program goals.
  • Create and sustain a work environment of mutual respect where the project team strives to achieve excellence.
  • Incorporate SC’s vision and values and full adherence to Code of Conduct principles.

Required Qualifications

  • At least 10 years of experience designing, managing and implementing large and complex donor-funded programs, with at least 3 years of experience managing policy, advocacy and/or communication projects.
  • Master’s degree in international development, public policy, social work, social sciences or related fields.
  • Experience leading initiatives that advance the holistic development of LGBTQI+ populations
  • Strong coalition building experience.
  • At least five years of senior program experience working and living in a developing country.
  • In-depth knowledge of USAID approaches and regulations.
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
  • Creative problem-solving skills with the ability to work effectively in resource-constrained environments is important.
  • Excellent oral and written communication skills in English. Fluency in Nepali is strongly preferred.
