Position description
Making Cents International is recruiting for a Project Director (PD) for an anticipated Task Order under the Compliance and Capacity to Support Diverse Partnerships (CCSDP) IDIQ to support capacity strengthening of local organizations in the Democratic Republic of the Congo (DRC). The PD will be responsible for supervising the implementation of the Work Plan, providing quality control of products and services prepared by the Contractor’s team and subcontractors, and providing expert guidance to USAID. The PD will serve as the principal liaison with USAID staff, local institutions, and other stakeholders to exchange information and develop professional relationships, including verbal and written presentations as requested by the Contracting Officer or the Contracting Officer’s Representative to varied audiences. The PD must provide overall team management, guidance, direction, and administrative/technical capacity building support to the contract. The PD must be responsible for the completion of the deliverables and overall contract compliance.
This position is contingent upon winning a contract award.
Responsibilities:
- Provide overall team management, guidance, direction, and administrative and technical support of the contract;
- Oversee technical and management inputs to ensure achievement of project objectives;
- Provide planning and quality control of all deliverables;
- Be the main contract with USAID and responsible for the completion of the deliverables and overall contract compliance;
- Be knowledgeable in complex U.S. government (USG) contracting and grant mechanisms including federal regulations and procurement policies, USAID A&A terminology, instruments, policies and guidelines, and approaches;
- Oversee all project operations, staff, and subcontractors;
- Develop scopes of work and support the recruitment of short-term consultants as needed.
Qualifications
- At least fifteen (15) years of work experience relevant to the contract subject matter working with local partners;
- an advanced degree preferably in business management, public management, international affairs, social/behavioral/biological sciences, public health, and/or related fields;
- Previous experience managing international and local staff as well as experience coordinating with developing country governments, international & local organizations, other bilateral donors and civil society representatives, and senior level government officials;
- At least ten (10) years’ experience managing international development projects of this scope and complexity;
- Experience working with local partners, particularly in areas related to organizational capacity development, financial management and audits, business development, and transition and sustainability;
- Field experience working with humanitarian response, development, and health programming is highly desirable;
- Experience working in complex environments such as the DRC or sub-Saharan Africa is highly desirable;
- Excellent verbal and written communication, analytical, interpersonal, team management, leadership, and decision-making skills;
- Excellent verbal and written language skills in English (Level IV) and fluency in French (Level V) is required.
