TERMS OF REFERENCE 

 

BACKGROUND 

The lingering effects of the Covid-19 pandemic continue to impact communities in Cambodia. Economic uncertainty and inflation have exacerbated vulnerabilities. Local sectors like the garment industry and tourism struggle to recover. Among the most vulnerable are children, who remain particularly exposed to exploitation and abuse including, girls and women engage in hazardous occupations, such as sex work. As a result, there’s an urgent need for increased services to address these at-risk situations. 

Juniclair and ECPAT provided funding to Friend-International (FI) to coordinate and manage a 5 years project aimed at combatting sexual abuse and exploitation of children and young people in Cambodia. 

The geographical coverage for this project is Siem Reap (where Kalyan Mit implemented the activities, Phnom Penh & Kandal province (where Mit Samlanh conducted the activities). 

Here are the project details: 

Overall Objective: Children and young people victims and at-risk of sexual abuse and sexual exploitation are protected and reintegrated as functional and productive citizens of their country.   

Specific Objective: Prevent child sexual abuse and protect and reintegrate children and young people victims and vulnerable to sexual exploitation through improved access to required quality services in Phnom Penh and Siem Reap. 

The project had 5 expected Results (R): 

  • R.1. Prevention and Reintegration/Rehabilitation services provided for children and youth
  • R.2. Children and youth of women engaged in sex work in pre-identified hotspot areas are protected through outreach & development of new initiatives
  • R.3.  Children and youth protection reinforced through the ChildSafe Agent Network
  • R4. Communities and local authorities around vulnerable children and youth are sensitized and know how to protect children from abuse
  • R.5. 3PC (Partnership Program for the Protection of Children): Coordination of Service-Provision in Cambodia improved and existing services documented through research

Information about the key partners: 

  • Friends-International (FI) is an award-winning international NGO and social enterprise established in Cambodia in 1994 to build a future where all children are safe from all forms of abuse including sexual abuse and exploitation, can become functional and productive citizens of their countries and contribute to a more peaceful, equitable and sustainable world.
  • Mith Samlanh (MS), as an independent NGO and part of the Friends Alliance, runs projects in Phnom Penh and Kandal in Cambodia, whilst receiving technical support from FI.
  • Kaliyan Mith (KM) is the FI programme in Siem Reap and Poi Pet since 2004 and is responsible for implementing the project in Cambodia’s main tourist city.
  • ECPAT Luxembourg: Established in 1995, ECPAT combats the sexual exploitation of children, including trafficking. They implement programs in Asia and West Africa, providing comprehensive prevention, protection, and reintegration services for vulnerable children and victims.
  • The Juniclair Foundation: A long-standing partner of FI, supporting development aid projects in education, the environment, and alongside women in difficulty for nearly fifteen years.

FI is looking for an individual consultant to conduct an evaluation of the project. 

PURPOSE OF THE EVALUATION 

The purpose of this evaluation is to: 

  • Measure the impact of the project over the past five years.
  • Identify lessons learned and best practices.
  • Provide recommendations for future projects replication.

SCOPE OF WORK 

The consultant will be responsible for: 

  • Proposing a comprehensive evaluation methodology, including a mix of desk/documents review (incl. reports to ECPAT, surveys), interviews, and field visits.
  • Conducting an evaluation to assess the project results and impact in identifying and supporting victims and potential victims of sexual exploitation across five key results.
  • Producing a detailed report that includes findings, conclusions, lesson learned and recommendations.

METHODOLOGY 

The consultant is expected to use a mixed-methods approach, including but not limited to: 

  • Desk review of project documents, reports, and relevant literature.
  • Interviews with key stakeholders, including project staff, CS agents, beneficiaries, and partners.
  • Field visits to project sites to observe activities and gather qualitative data

Please Note We do not expect the consultant to conduct a large number of individual interviews. Instead, a limited sample will be enough. We encourage the use of focus group discussions (FGDs) to gather qualitative data and avoid individual interviews. 

Some meetings can be done online especially with stakeholders such as NGO staff and FI staff. 

DELIVERABLES 

The consultant will be required to deliver the following: 

  • An inception report outlining the proposed methodology and work plan.
  • Interim progress reports.
  • A draft evaluation report for review and feedback.
  • A final evaluation report incorporating feedback and including an executive summary, methodology, findings, conclusions, lesson learned and recommendations.
  • A presentation of the key findings and recommendations to the project team and other potential stakeholders.

QUALIFICATIONS 

The ideal consultant should have: 

  • Advanced degree in any of the following areas: Social Work, Public Health, Development or a related field.
  • Proven experience in evaluating projects related to sexual exploitation, human trafficking, or similar areas.
  • Strong analytical and report-writing skills.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and meet deadlines.
  • Excellent skills in spoken and written English language.
  • A strong commitment to respect PSEA and CPP principles.

DURATION AND TIMEFRAME 

The evaluation is expected to take place over a period of 2 months starting from September to November 2024. Key milestones and deadlines will be agreed with the selected consultant.
