This engagement is envisioned to support the project on emergency response and support to early recovery of flood-stricken farmers and fisherfolks in Northern Samar. In November 2023, the Province of Northern Samar, located in the Eastern Visayas region, declared a state of calamity due to extensive flooding caused by the combined shear line and monsoon rains. The aftermath of severe floods has left an indelible mark on the lives of over half a million individuals across the 24 municipalities in Northern Samar. Further, the flooding has resulted to massive damage on the agriculture sector.
