The project will promote local economic development (LED) in a participatory planning approach, involving persons in rural and indigenous communities and particularly women and youth, while integrating the development of skills and entrepreneurship competencies and mainstreaming gender and environmentally sustainable practices to address the needs and challenges of communities. Project implementation will be in the Toledo District, including some activities in Stan Creek. The Project Implementation and Monitoring Officer provides support to the National Project Coordinator in the implementation and monitoring of interventions as well as in the visibility of the results of project implementation.
The incumbent will work under the supervision of the National Project Coordinator and will receive technical support from other ILO specialists in various areas of project intervention as necessary.
Duties:
- Work in close collaboration with the project team to design and revise project annual work plans considering different approaches and alternative methods, management, problem identification and problem resolution, especially for the parts of the Project supporting the institutional and capacity development of constituents, government agencies, line ministries and social partners. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
- Review, verify and analyse work plans, progress and other data for clarity, consistency and completeness of project activities. Follow-up with relevant technical officers and with counterparts in organizations and line ministries at national and district level, partner and executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.
- Design and implement a result monitoring system from the beginning of the project to the closing stages, which included monitoring activities, expenses and contribution to results, considering the indicators defined in the project log frame.
- Develop project reports, briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the Project including the progress of activities and report on them to the National Project Coordinator.
- Provide technical assistance to project staff regarding M&E tools and their use for the purposes of the project which includes design of indicators, baselines, surveys and other data collection activities.
- Accompany the mid-term and final evaluation processes of the Project in accordance with the EU guidelines and the ILO evaluation policy.
- Provide key information to the National Project Coordinator regarding the preparation of reports on lessons learned and innovations derived from the project.
- Prepare, adjust, define and monitor the risk control table and its mitigation.
- Support the Project Coordinator in the preparation of Terms of Reference and other relevant documents for the execution of project activities.
- Follow up on the work of consultants and other entities hired under the project, in accordance with the standards established by the ILO.
- Participate in the preparation and conduct of conferences, seminars, workshops, training sessions and consultative meeting. Speak on behalf of the Project when attending these gatherings alone. Undertake missions to project sites independently or accompanying others.
- Perform other duties as may be assigned.
Required qualifications:
Education:
- First level university degree in economics, public policies, development studies or a relevant field. An advanced degree in studies on labour economics would be a strong advantage.
Experience
- At least two years of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Proven experience in working effectively with government bodies in charge of policy making and with development partners would be an asset.
- Technical requirements: Good knowledge of labour economics as well as economic developments, poverty reduction and social policies. Knowledge of the policy making process.
Languages:
- Excellent knowledge of English and a good knowledge of Spanish. Knowledge of Q’eqchi or Mopan will be considered an asset.
