The Project Lead will be responsible in the oversight and overall supervision of Outcome 3, which aims to support the financial sector for the allocation of circular/green economy-focused financing and the acceleration of high-growth-potential innovative circular/green economy start-ups to drive sustainable economic development, promote innovation, mobilize private sector engagement, and create a supportive ecosystem that advances the goals of the circular/green economy transition; ensuring that outputs/activities are completed on time, within budget and delivered of high-quality.

The Project Lead will be responsible for the implementation of the following activities under GGGI’s outputs:

  • Diagnosis on the investment and financial landscape on circular/green economy & needs assessment for domestic financial institutions.
  • Development of an online based assessment tool/platform to help the public navigate and understand the Philippine green/circular economy framework/ taxonomy.
  • Developing mechanisms to identify and screen circular/green economy projects.
  • Collaborating with financial institutions to design and develop innovative financial products tailored to circular/green economy project.
  • Development of a financing vehicle with local government units and participating financial institutions to fund local circular economy projects.
  • Investment mobilization and acceleration of high-growth potential circular/green economy startups.

Engagement:

  • Develop and maintain strong working relationship with Expertise France and other implementing partners, as well as with national government agencies particularly the Department of Environment and Natural Resources (DENR) as the main implementing agency and the Department of Trade and Industry (DTI) as the lead agency of the SO3 technical working group (TWG).
  • Develop and implement suitable communication mechanisms and tools to update relevant stakeholders on the progress of all activities.
  • Provide supervision and technical guidance to the project team in the project implementation, including preparations of meetings and proposals for discussion with donors, investors and government stakeholders.
  • Liaise with other GGGI country offices, GGGI Regional offices, and GGGI headquarters to identify best practices and obtain lessons learned from similar projects being implemented in other country offices and/or regions.

Delivery:

  • Provide analytical support in the identification and development of relevant financing mechanisms and risk reduction instruments for identified projects.
  • Conduct assessment of green investment/infrastructure projects and programs engaging all relevant stakeholders.
  • Assist in performing financial, economic, and regulatory analysis throughout project concept and design stages in collaboration with the country teams and government counterparts; ensure that the project progresses to implementation/financing stage.
  • Assist in initiating, maintaining, and strengthening relationships with senior officials in governments and international/local stakeholders and institutions (e.g., MDBs, development agencies) in the public and private sectors. Build new collaboration frameworks with international partners (country or global level).
  • Building on international best practice (e.g., Climate Bonds Initiative, EU Sustainable Finance Taxonomy), help develop framework/simple list of criteria that could be applied to screen/validate green financing.
  • Build awareness about the project amongst key stakeholders in the Philippines.
  • Identify potential approaches and strategies to enhance closer collaboration and alignment between GGGI and all key government partners involved in GEPP delivery.
  • Prepare and facilitate GEPP workshops, meetings and other relevant events together with relevant GEPP teams.
  • Maintain and update the GEPP-related Development Partners and Donors’ database.
  • Responsible for timely and quality GEPP reporting Contribute to proposal conceptualization and resource mobilization for GEPP related program developments.
  • Support the GGGI Country Representative and Senior Team Members on quality GEPP planning and implementation, including knowledge development on green growth finance and investment innovation.

Requirements :

Qualifications:

  • Advanced university degree or its equivalent in areas such as finance, business administration, international business, or economics with further financial / economics training.
  • Five (5) years minimum experience working within the private financial sector with substantial understanding of sector regulations and policies. A strong understanding of the capital markets is highly desirable.
  • Experience working with international climate finance institutions, particularly technical aspects of mitigation and adaptation activities is an added advantage.
  • Must have experience in working with multi-lateral financial institution, local/national banks, and private sector.
  • Must have experience working with key national government agencies participating as part of the SO3 TWG, which includes the Department of Trade and Industry (DTI), Department of Finance (DOF), and Board of Investments (BOI), among others.
  • Knowledge of establishing new financial mechanisms/ blended finance facilities including finance structuring for climate investments.
  • Demonstrable track record of developing high-quality green investment and business models and undertaking associated analysis.
  • Clear understanding of principles and applications of green and sustainable finance and ESG including MRV in the context of international development finance.
  • Experience in mapping and analysing start-up ecosystems in the Philippines or neighbouring country is a plus.
  • Experience providing project origination
  • Ability to manage complex projects and navigate through complex work environments.
  • Strong competence in the use of standard software programs: Excel, Word, PowerPoint and Outlook.
  • Ability to work independently and take initiative in response to the organization and team’s demand.
  • Fluency in written and spoken English.
