The second project is the “Uzbekistan COVID-19 Emergency Response Project” with the Republic of Uzbekistan’s Sanitary and Epidemiological Welfare and Public Health Service (SES). Funded through two major loans from the Asian Development Bank and the Asian Infrastructure Investment Bank. In this project UNOPS will support the Government of Uzbekistan to upgrade up to 54 existing laboratory and treatment facilities across the country, procuring diagnostic equipment and supplies, and establishing an ICT system for monitoring the epidemiological situation to strengthen preparedness and resilience to the COVID-19 pandemic and other epidemics. 

Functional Responsibilities:

Under the general guidance and supervision of the Portfolio Specialist, the Project Management Senior Associate’s responsibilities include the following:

Project Management Support

  • Coordinate, liaise and support the Portfolio Specialist with the overall planning, coordination and governance ensuring sound project management and implementation in line with the project, policy and strategies.
  • Support the Portfolio Specialist by monitoring budgets, cash flow and reporting on expense obligations to ensure that deliverables are met.
  • Support the review and management of donor contributions.
  • Prepare work plans and reports, ensuring that they are sound, and in line with the project, policy and strategies.
  • Prepare and maintain project files, including internal and external project reports.
  • Assist in overseeing change controls and managing risk registers and issue management by establishing oversight procedures and proposing corrective measures where necessary.
  • Coordinate timely receipt of required inputs from internal and external stakeholders.
Project monitoring and reporting:
  • Provide substantive inputs to assist in the preparation of project reports and documents, maintaining records on OneUNOPS Projects (OUP) and tools.
  • Prepare initial draft of project reports and presentations
  • Support project’s compliance with donor agreements and reporting requirements
  • Prepare and maintain updated project activity monitoring trackers and coordinate with relevant units for update.
Stakeholder management, engagement, coordination and liaison:
  • Support the coordination and management of communications with relevant stakeholders including the donor, beneficiary, suppliers, contractors etc.
  • Actively participate in internal and external meetings as needed and support partnership management.
  • Prepare briefing materials (talking points, capacity statements, background notes) and presentations to engage with partners.
  • Support and manage the development of new engagements using UNOPS systems in line with UNOPS organizational requirements.
  • Participate in meetings with potential partners and ensure follow-up.
  • Contribute to the organization of official and field missions
  • Knowledge management and innovation
  • Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building.
  • Contribute to expertise in tools and techniques.
Education/Experience/Language requirements:

Education:

  • High school diploma or equivalent (secondary education) + 7 years of relevant experience required. Additional certification in subject matter is an advantage.
  • Bachelor’s degree in Business Administration/Management and/or Project/ Programme Management, or Development Studies is desired but may substitute for 4 years of relevant experience.
Work experience:
  • Professional experience in project management support and reporting is essential (minimum number of years as per the Education requirements).
  • Experience working in public organizations of Uzbekistan and an international organization is an asset.
  • Experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is desired;
Languages:
  • Working knowledge of English is required.
  • Fluency in either Uzbek or Russian is required. Fluency in both is an asset.
