Under the supervision and the guidance of the NAU Unit Head, the Project Management Specialist (NSNS) develops and manages result- and need-based nuclear security projects aimed at enhancing the security and safety of nuclear and radioactive material; and other projects; and associated facilities in beneficiary States, in line with IAEA Nuclear Security Guidance, Safety Standards and the Code of Conduct on the Safety and Security of Radioactive Sources and supplementary guidance.

Reporting to the NAU Unit Head, the Project Management Specialist (NSNS) is: 1) a project manager providing high-quality professional inputs and exercising a high degree of operational leadership in the design, implementation and monitoring of result-based projects, including by ensuring the timeliness and quality of project reports; 2) an analyst and advisor assessing relevant political and socio-economic factors in States and proposing programmatic solutions (including outreach and gender mainstreaming aspects) tailored to address both known and unforeseen needs of beneficiary States; 3) a liaison officer between relevant internal (e.g., IAEA Integrated Nuclear Security Sustainability Plan Officers (INSSP), Programme Officers, Technical Officers) and external (e.g., representatives of States’ regulatory bodies, operators and donors) stakeholders, including senior officials.

Functions / Key Results Expected:

  • Lead the review and in-depth analysis of States assessed needs in the area of security, in close cooperation with INSSP and Technical Officers, and propose best programmatic approaches to address identified shortcomings (including as regards outreach and gender mainstreaming aspects).
  • In close cooperation with Programme Officers, facilitates the mobilization of financial resources for projects and activities.
  • Lead the development of need- and result-based projects (including definition of deliverables and related performance indicators), in collaboration with Technical Officers and representatives from beneficiary and donor States.
  • Undertake the overall management of projects, including internal coordination of agreed project activities and liaising with representatives of beneficiary, while ensuring projects are implemented in accordance with relevant internal processes and Contribution Arrangements.
  • Lead the development of monitoring and evaluation approaches to measure projects progress towards the achievement of set objectives, track expenditures and ensure the timely preparation of all required reporting documentation.
  • Consolidate identified lessons learned and propose adaptations and innovations to management, monitoring and assessment mechanisms and tools.

Qualifications, Experience and Language skills:

  • Master’s Degree – Advanced University Degree in science/engineering; management, business administration, economics, development cooperation, or a related field.
  • Bachelor’s Degree – University degree in science/engineering; management, business administration, economics, development cooperation, or a related field with two additional years of relevant work experience may be considered in lieu of advanced university degree.
  • Minimum seven years of relevant working experience in the management (including project design and monitoring) of result-based, technical assistance projects/ programmes, preferably in the nuclear field.
  • Experience in working with national and international partners, preferably including the IAEA, in the delivery of technical assistance projects.
  • Proven experience in the development and implementation of, and resource mobilization for result-based, technical assistance projects/ programmes.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
