Overview of position
With more than 20 years of experience in the country, our client in Afghanistan focuses on providing maximum support to the people of Afghanistan through the delivery of projects and services that improve the lives of people in need. Our Client in Afghanistan Country Office (AFCO) serves as an organizational mechanism to deliver a range of projects for which our client has been designated as the implementation agency. At present, our client’s activities cover a range of sectors including humanitarian, basic human needs, cash for work, infrastructure, development, procurement and HR services. The functional objective of our client is to contribute to improving the lives of girls, boys, men and women living in Afghanistan. The aim of our client is to provide efficient and cost-effective implementation services on behalf of all our partners to support the humanitarian response and development of the country. BACKGROUND INFORMATION – JOB SPECIFIC:
Project Information
The Infrastructure for Basic Human Needs in Afghanistan (IBN) project is an initiative aimed at promoting social and economic development at the local level within Herat province, an area significantly affected by a series of earthquakes in October 2023. This project is committed to the construction and rehabilitation of critical community infrastructure, prioritizing aspects such as safety, earthquake resilience, and adherence to the “building back better” philosophy, all while maintaining respect for the local cultural context. Additionally, the project contemplates employing the “Cash for Work” implementation modality as a strategic measure to revitalize livelihoods and stimulate economic activity in the region.

Specialist, the incumbent will be responsible for the following:

1. Technical Support Services:
●Gathers, researches, verifies, and updates security
information and data required for:
○Proper analysis of the security situation, including
preparedness and risks.
○The development of the Security Plan and the
Self-Assessment Programme for the mandatory mitigation measures.
●Maintains staff lists and information related to
project personnel, residences, project
sites, focal points, and the warden system for implementation of the Office /Operations’ Security Plan;
●Disseminates, relays, exchanges, and communicates
information regarding the security situation in the country or areas of
responsibility;
●Monitoring of compliance with the required security
mitigation measures established at the duty station;
●Documents and reports security incidents affecting
Project Staff, Facilitating Partners (FPs), and Contractors;
●Attend relevant Security meetings at the regional
level, record matters arising, and provide routine information to the project
team;
●Monitors and supports project teams for compliance
with security clearance procedures for all field movement;
●Conducts basic elements of security briefings to newly
arrived staff, as required;
●Provides guidance and advice to personnel on routine
security procedures, communication channels, and focal points;
●Assess, manage, and monitor potential social risks and
impacts arising from threats to human security through personal, communal, or
interstate conflict, crime, and violence;
●Ensure project Security Risk Management SRM measures
for projects in the area of responsibility are cascaded down to and implemented
by all persons working on the project;
●Ensure that Facilitating Partners and contractors have
a valid security management plan and have identified measures for all their
personnel to follow on sites.
●Ensure all project Facilitating Partners, contractors,
and their subcontractors directly adhere to and implement the project SRM
measures;
●Where needed, provide security briefing and
instruction to Facilitating Partners and contractors on project sites on the
implementation of SRM measures.
●Provide briefings and training to Facilitating
Partners and contractor security focal points to enable them to fulfill their
responsibilities, including implementing and monitoring SRM measures;
●Ensure enhanced levels of internal security
communications are supported, where preferred, by Situation Reports (SITREPs)
and scheduled meetings with FPs and contractors on SRM issues.
2. Office Administration
and Coordination:
●Provides
general administrative services for the project team, managing the information
flow, following up on the timeliness of responses for initiatives,
correspondence, and queries, with internal and external stakeholders, including
AFCO support services and ICT focal points, Security Focal Points of FPs and
contractors
●Organizes
meetings and briefings, arranges appointments, receives visitors, places and
screens telecommunications, answers queries with discretion, and takes minutes
and/or notes at meetings as directed by supervisors.
●Facilitates
emergency communications by operating specialized data-communication equipment,
including satellite telephone, VHF, HF, etc.
●Maintenance
and proper documentation of project assets, ICT equipment, and office supplies
inventory
●Maintains
routine and confidential correspondence files/documents, ensuring the security
of data and other sensitive information.
3. Knowledge Building and Knowledge Sharing:
●Organizes,
facilitates, and/or delivers training and learning initiatives for FPs and
contractor personnel;
●Maintain detailed
and accurate records of meetings, including agendas, meeting minutes, and
follow-up/ action points. Details of meetings held or canceled should also be
maintained.
●Contribute to knowledge management activities to ensure that project
experiences and learning are documented.
Please note that the nature of
this role requires flexibility in adapting to the team’s needs since the
objective of aligning Contract details, local situations and habits, local law,
and other factors might generate unexpected needs.
