Project Manager

The Project Manager will report to the Chief of the Labour Inspection, Labour Administration and Occupational Safety and Health Branch in ILO HQ and will receive technical backstopping and guidance from the LABADMIN/OSH team, including the Programme and Operations Team. He/she will also receive technical guidance, support from and collaboration with DWT/CO Moscow’s Labour Inspection and Occupational Safety and Health specialist, as well as specialists on employers’ and workers’ activities and the specialist on International Labour Standards and Labour Law.
The Project Manager will be responsible for leading the project team, namely the national project officer and the project administrative and finance assistant and may also oversee the work of administrative and other support staff of the project, national officers and any other international or local consultant hired during the course of the project.
Duties:
Project management:
  • Ensure effective implementation of the project through the provision of inputs, the delivery of outputs, and the planning, monitoring and evaluation of activities, in conformity with ILO policies and in line with the Safety + Health for All Flagship Programme strategy, and in accordance with ILO programming guidelines and country/action programmes, and administrative and financial procedures.
  • Responsible for the effective management of funds/budgets allocated to the project.
  • Manage the human resources of the project efficiently, including recruitment and performance management.
  • Ensure regular communication with the ILO National Coordinator for Uzbekistan, DWT/CO-Moscow, LABADMIN/OSH and keep a regular contact with the Donor.
Technical leadership and advice:
  • Provide technical policy  advice and dialogue with both the authorities of Uzbekistan and the German Embassy.
  • Promote ILO policies in the field of labour inspection, occupational safety and health, other fundamental rights at work and relevant International Labour Standards, in collaboration with other technical/labour standards specialists. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
Advocacy, networking and partnership:
  • Strengthen relationships to cooperate and coordinate with governments, ministries, employers’ and workers’ organizations, non-governmental organizations, target groups and donors, in the planning and implementation of project activities.
  • Liaise with other UN counterparts to promote ILO’s values, increase the project’s visibility and facilitate the scaling-up of the ILO’s interventions.
  • Ensure project synergy with other relevant ILO projects and programmes implemented in Uzbekistan.
Mobilization of resources:
  • Undertake local resource mobilization activities with the multi-lateral and bilateral donor community for the development of future activities.
Knowledge management:
  • Write and disseminate information on project materials in close collaboration with other relevant technical Departments and Units at HQ, the Regional Office for Europe and Central Asia and DWT/CO-Moscow.
  • Collect information and data which are relevant to the subject matters covered by the project and share them with the relevant technical Department and Units at the HQ.
  • Ensure the development of information databases covering project activities; prepare periodic and ad hoc reports on the implementation status and coordinate with concerned ILO departments and programs.
  • Organize and conduct trainings on labour inspection and OSH for representatives of national tripartite constituents and other relevant stakeholders
  • Undertake other duties as required.
Education:
  • Advanced university degree (Master’s or equivalent) in labour law, labour inspection, public administration, occupational safety and health, social science or other relevant technical field.
  • A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.
Experience:
  • At least seven years of relevant professional experience, including at the international level. Experience in labour inspection and occupational safety and health within a Labour Inspectorate including international experience in this field.
Languages:
  • Excellent knowledge of English.
