2. Office/Unit/Project Description
The main aim of the project is to showcase pilot transformation cases in manufacturing industry and to establish replicable models for inclusive and sustainable growth with specific focus on women empowerment. The specific objective of the project is to widen women’s possible qualified STEM based employment opportunities by providing sustainable partnerships, capacity development solutions in industry and bring women into traditionally male-dominated sectors and occupations in line with digital and green transformation requirements of the manufacturing industry in post COVID-19 period.
The project will be implemented in the 5 pilot provinces namely Ankara, İstanbul, İzmir, Kocaeli, and Manisa.
The project period will cover 24 months. Implementation period will consist of two basic components namely financial support to third parties and activities. Activities are formulated in a complementary manner and classified under five components. Some of the sub-activities could go in parallel to match the required needs for the project. “Activity-1 Preparatory Studies” will focus on complementary and quick assessments to formulate pilot cases while enforcing commitment of the local stakeholders. In parallel selection of change agents/operators and companies for pilot implementation will be also completed here. “Activity-2 Capacity Development of Target Groups” will cover a wide range of capacity improvement/development actions targeting change agents/operators, SMEs, and key interface organizations. “Activity-3 Pilot Transformation Cases” will showcase pilot implementation in companies, placement/incentive programs and “Activity-4 Monitoring & Evaluation” will follow up and document implementation experience for replication. “Activity-5 Communication & Visibility” will include key communication-oriented actions.
The project is mainly linked to “Private Sector Development” action of the Competitiveness and Innovation Sector Operational Programme 2014-2020 (CISOP) with a specific emphasis on transforming the manufacturing industry and increasing the competitiveness through emphasising women employment. Accordingly, Developing Women Employment Models in Manufacturing Industry, the project, is expected to contribute to the achievement of “Activity 1.1: Manufacturing Activity of the CISOP- 2014-2020” by aiming at improvement of the total factor productivity of the national economy with a specific emphasis on transforming the manufacturing industry, and increasing its competitiveness.
The project will focus on addressing the challenge of adoption to the new work patterns of the manufacturing sector with a special focus of women empowerment while showcasing transformation results in the context of recent trends. The project is also designed to support compliance with the EU acquis via interventions that will be contributed through strengthening institutional capacity in the relevant sectors. IPA II aims to assist Türkiye in multiple areas including private sector development and manufacturing sector. The project aims to contribute to the improvement of the total factor productivity of the national economy with a specific emphasis on transforming the manufacturing industry, and increasing its competitiveness trough focusing on women empowerment in employment. In addition, business opportunities will be in transition to a green economy offers. Activities support to respond the requirements of trends on digital transformation and green transformation in accordance with the CISOP.
3. Scope of Work
The Project Manager will be responsible for the day-to-day management of the Project. S/he will be reporting to the UNDP ISG Projects Coordinator (absence of Projects Coordinator, ISG Portfolio Manager is responsible). The PM will carry out overall coordination of activities while managing the team of experts. S/he will be the key contact point that assistant, associate, and short-term experts will be reporting.
Initial quality check of the documents will be undertaken by the PM and then final control will be submitted to the UNDP ISG Projects Coordinator (absence of Projects Coordinator, ISG Portfolio Manager is responsible) for final approvals. The PM will also coordinate allocation of experts in relevant activities and liaise with the UNDP and other team members under administrative and operational issues for timely delivery of the activities.

1. Managing technical, administrative, operational and financial aspects of the Project |
- Managing the implementation of the project activities in line with UNDP Programme and Operations Policies and Procedures (POPP) based on Annual Work Plan, including cost effective financial management and budget execution; and through providing advice, guidance and technical inputs for the implementation of the activities and components.
- Managing contractual relations with project partners (including EU) and ensure timely implementation of activities and monitor project progress towards project results by maintaining a hands-on overall knowledge of, and personal involvement with, all project activities.

- Developing Annual Work Plans (AWPs) and producing Project Progress Reports, in consultation with the respective personnel.
- Ensuring sound financial management through managing the budget of the Project with the assistance of the related support staff of the Project and/or the UNDP staff designated for financial/administrative issues.
- Supporting and coordinating at project level preparation of Request for Direct Payment (RDP) documents and/or Responsible Party Agreement (RPA) documents.
- Ensuring management of procurement related procedures with the assistance of the related support staff of the Project and/or the UNDP staff designated for the procurement affairs, prioritizing the quality of content and technical aspects of procurement.
- Monitoring the implementation of the project work plan and taking action and timely informing management in case of delays, problems, etc.
- Timely and high-quality reporting by collating required information and inputs from the Project Team and consultants, and incorporating financial data, following up on comments of the project partners, and finalizing the reports.
- Guiding the Project Team and consultants on issues related to the design, implementation and monitoring of activities.
- Assuring quality of the project outputs in accordance with the specific terms of reference of the assignments and the provisions of the project document.
- Participating in project steering committee meetings and providing the representatives of the concerned institutions with project related progress and plans.
- Establishing and maintaining strategic partnerships and implementation strategies defined in the project document with national authorities and local partners focusing on achievement of the project results and outcomes.
- Providing advice, guidance and technical inputs for the implementation of the activities and components of the Project.

3. Managing and supervising the Project Team and consultants through provision of timely technical, operational and managerial guidance to ensure
timely and high quality technical, operational outputs and results for the Project

- Ensuring project resources are planned and disbursed efficiently and effectively as per the approved work plans and resource schedules, through maintaining day-to-day relations with the Project Team, beneficiaries, EU, TISK and UNDP.
- Ensuring efficient delivery of technical assistance through initiation of the individual consultant mobilization process and monitoring of inputs of the individual consultants, with the assistance of the Project Team.
- Ensuring efficient delivery of technical assistance through initiation of institutional contracting processes, which include development of terms of reference and technical specifications, along with contract management.
