Synergy for Justice is seeking a project manager to oversee a three-year, multi-country
project that aims to improve justice outcomes for conflict-related sexual violence (CRSV)
survivors and provide safer experiences for survivors that choose to go through the justice
system. Working directly with national and international justice institutions, civil society
organisations, survivors and survivor networks, Synergy for Justice will:
a) raise institutional awareness on CRSV stigma and build evidence of both the problem and
what works to address it;
b) pilot and road-test Synergy’s recently developed CARSV Stigma Toolkit for Justice to help
justice institutions and actors use indicators, assessments and tools to improve, measure
and monitor the institutional capacity for safe and effective CRSV cases; and
c) work with survivors to ensure that they are engaged in feedback and influence justice
reforms so that survivors are heard and can contribute to change.
The project manager will be responsible for ensuring overall implementation of the project
activities, leading project narrative reporting, recruiting technical consultants, and leading
project strategy planning and implementation. S/he will report directly to the Director of
Programmes with a dotted reporting line to the Executive Director.
The project manager will be hired as a full-time consultant working remotely. The daily rate
for this consultancy will be in the range of 235-325 Euro depending on experience and
qualifications. The consultant must be based in a time zone from US East Coast time
through Eastern European Time to accommodate the various time zones that stakeholders
and colleagues will be working in.

Roles and responsibilities:
1. Develop a detailed project management work plan with timelines and oversee its
implementation including tracking of all activities and deliverables.
2. Develop terms of reference and lead the recruitment process for the research
assistant and technical consultants who will support the project manager in
completing deliverables based on the project management work plan.
3. With support from Synergy’s programme team and project technical consultants,
oversee the country visit assessments, finalise country assessment reports, and
select pilot countries for implementation.
4. Together with Synergy’s programme team and executive director, identify pilot
country partners, contract partners, oversee pilot implementation.
5. Oversee the process of drafting, proofreading, translation and graphic design of the
tools and publications as outlined in the project proposal.
6. Oversee the project technical consultants work drafting publications, policy briefs, and
articles using collected data on stigma and its impact in justice, including a guide to
obtaining survivor feedback and survivor pathways exercises for justice processes.
7. Oversee the project awareness raising activities and events that aim to influence
policy and support more rigorous justice outcomes for CRSV crimes.

8. Work with the project research assistant to collect data from pilots and road tests and
use it to identify improvements for tools or recommendations for new tools.
9. Work with the project research assistant and technical experts to conduct KII and
open-source data collection of relevant materials from countries and legal systems
adjudicating CRSV.
10. Work with project research assistant and IT consultant to develop and publish an
online library of resources on stigma to support justice actors.
11. Develop a workplan and oversee the inclusion of survivor and survivor networks in
awareness raising and data collection activities, in development and review of
expanded and new tools, and in pilot activities.
12. Ensure that planning, budgeting and general administrative procedures are followed
and are implemented in compliance with the policies and regulations of the donor
organisation.
13. Ensure well managed collaboration and coordination with partner organisations to
guarantee smooth implementation of activities and achievement of results as
specified in grant agreements.
14. Ensure that security procedures agreed with the security consultant are followed and
documented.
15. Work with Synergy’s finance manager to complete project budget forecasting and
manage project budget, ensuring project funds are disbursed properly, and
expenditure is in accordance with the project work plan and financial procedures.
16. Draft quarterly and year end reports for the donor for review by Synergy’s director of
programmes.

Required Qualifications:
1. Master’s or other advanced degree in law, international development, international
affairs, criminal justice, social work, or other related social science area.
2. Minimum 7 years of experience managing human rights and/or justice projects in
challenging global settings, including post-conflict and low-resource countries.
3. Experience interacting with criminal justice systems and processes, ideally across
different courts in different jurisdictions.
4. Clear understanding of survivor’s experiences with law enforcement and moving
through the justice system.
5. Strong understanding and awareness of the impact of stigma, misunderstandings,
attitudes, gender norms, and implicit bias on justice processes.
6. Ability to travel to countries in the Middle East, sub-Saharan Africa, North America,
and Europe.
7. Experience representing organisations to senior level justice actors in different
countries.
8. Fluent in English language speaking and writing.
9. Proficient in either French, Spanish, Ukrainian or Arabic.
10. Ability to work independently and remotely with minimal oversight.
11. Well organised and able to track multiple moving parts and timelines of deliverables
and donor requirements.
12. Collaborative with excellent communication skills.
13. Good at problem solving and identifying potential problems before they arise.
14. Strong administrative and computer skills, including facility with excel and ability to
learn new programs and online training platforms.
15. Exceptional cross-cultural sensitivity and capacity to work with consultants, partners
and stakeholders from a variety of countries, ethnicities, backgrounds, educational
levels, and perspectives.
