DRC South Sudan is looking for a Peacebuilding and Livelihoods Manager that will lead DRC’s work on the POF 2 and PBF projects. The PBL Manager reports to the Integrated Programme Manager (IPM), and works in close collaboration with the Economic Recovery and Durable Solutions Technical Coordinators. The PBL Manager will manage staff and be required to travel to different implementation locations. The candidate should be flexible to move within different field locations. The role will also require strong coordination; both internally with other technical managers to develop integrated programming modalities that support area-based programming and externally. This position is based in Malakal with frequent travel to other field locations.
Responsibilities
- To achieve the objectives of the position, the PBL Manager will perform the following tasks and undertake the following responsibilities;
Programming
- Take a leading role in the implementation of DRC’s POF2 and PBF components in close co-ordination with the Economic Recovery and Durable Solutions Coordinators
- Based on initial assessments, the PBL Manager will design implementation plans and strategies for the POF2 and PBF projects
- Lead DRC’s participation in the Livelihoods Lab under POF 2, including:
- Assist in developing new livelihood interventions as contribution for the Livelihoods Lab on POF 2, in close coordination with the Economic Recovery Coordinator
- Provide technical review of livelihood pilot or model concept notes, as directed by the Livelihoods Lab
- Participate in the assessment of sustainable livelihoods interventions to identify potential sources of conflict within those interventions and identify peacebuilding activities that can counter such adverse effects
- Leverage and adjust vocational skills trainings, business management trainings and business advisory provided to youth to yield peace dividends.
- Ensure timely project implementation of the Peacebuilding and Livelihood components on POF2 and PBF projects.
- Compile conflict sensitivity analysis for the PBF projects through coordinating with the Regional Humanitarian Disarmament and Peacebuilding Manager
- Supervise trainings for trust building skills and design tools to facilitate nonviolent conflict management.
- Lead the community-led project aimed at preventing and mitigating community violence as a result of competition over limited resources.
- Support community dialogues and other trust building activities for sustained peace.
- Participate in strategic programme planning and review meetings under POF2 and PBF
- Conduct further assessments and assist in preparation of proposals, develop national and local strategies in co-operation with the Technical Coordinators and the Head of Programmes
- Draft concept papers and assist in the preparation of creative, realistic and effective project proposals
Management
- Direct team management of the peace building and livelihood projects (POF2 and PBF). This includes coaching, ensuring co-ordination between staff in a number of locations, recruiting and staff capacity building;
- Undertake regular field/onsite visits to ensure technical support to peacebuilding and livelihoods (economic recovery) staff and proper monitoring of the activities’ implementation in the area of operation;
- Provide regular updates on project progress to supervisors and other team members and senior management
- Develop project progress reports according to agreed work plan. This includes contribution of livelihood sector in preparing donor report on time
- Ensure lessons learned are documented, shared and reflected in program planning and decision making
Strategic programme development
- Work closely with Head of Programmes, Durable Solutions and, Economic Recovery to develop implementation strategies.
- Design new tools and innovative approaches where requested, based on needs identified in the field and compile lessons learned from existing approaches to promote best practices across sites.
- Select and implement appropriate monitoring systems; ensure consistent reporting and analysis of results to enhance program effectiveness and quality in collaboration with the country Monitoring, Evaluation and Learning (MEAL) personnel and Technical Coordinators
- Contribute to Peacebuilding, Economic Recovery and Durable Solutions proposal and budget development in consultation with line manager.
- Ensure conflict-sensitivity and protection principles are mainstreamed throughout the Peacebuilding and Livelihoods programme strategy and implementation, including resource-based dispute issues, safety and dignity, and gender dynamics.
Representation and Relations
- In collaboration with the line manager and the Economic Recovery Coordinator, coordinate with OPM and UNDP to ensure strategic alignment of the project activities with the overall POF 2 and PBF programme goals as well as foster buy-in from relevant stakeholders.
- Cultivate good relations with key humanitarian, development and peacebuilding actors – local and international, including government authorities and non-state actors, through regular attendance at technical meetings and bilateral meetings.
- Ensure that at all times contact with beneficiaries is conducted in a sensitive and respectful manner.
- Build and maintain key partnerships as required with donors, organizations and other stakeholders.
- Where relevant, liaise with donors and work closely with partners on project updates, site visits and other communication.
- Undertake any other duties that may be assigned by line manager.
- Ensure that the DRC peace building and livelihoods projects are implemented in accordance with DRC and OPM’s standard regulations and procedures (e.g. Code of Conduct, CHS and DRC Operational Handbook).
Security Management
- Make sure that each member of the peacebuilding and livelihood team is aware of security issues, policies, SOPs and they follow them accordingly
- In consultation and collaboration with Security Advisor, ensure that all security incidents are reported within given time line and standard
- Ensure that all team members of peacebuilding and livelihoods are aware of DRC code of conduct, humanitarian principles and code of conduct of Red Cross/Crescent and NGOs working in humanitarian field
- Ensure coordination with Head of Finance & Admin, Security Advisor and Logistic & Procurement Manager to ensure security risks are minimized at lowest level.
Technical Qualifications
- A degree in social sciences, international development, conflict and peace, social cohesion, business management, marketing, agriculture, agribusiness or equivalent degree qualifications (An advanced degree will be an added advantage)
- At least 5 years’ experience in peacebuilding, social cohesion, economic recovery or food security and livelihoods in fragile states, and conflict-affected environments
- Demonstrable successful track record of effective programme implementation, including staff management, budget oversight, monitoring and evaluation systems, and technical input to proposal-budget development and donor reports
- Experience working in security-sensitive environments
- Fluent and articulate in spoken and written English.
