Objectives Of The Assignment:
The Project Lead will be present in country and will lead the implementation of the MATS program activities in Dominican Republic with support and guidance from GGGI’s Carbon Pricing Unit and GGGI’s Dominican Republic Country Team. They will be the recognized focal point for MATS in Dominican Republic and will provide day to day technical/strategic advice internally as well as externally to ensure impactful delivery of the program and its outputs. The Project Lead will be based in the Ministry of Energy Transition and Sustainable Development, Department of Energy Transition. The Project Lead will:
- Work closely with the Carbon Pricing Unit to ensure timely and high-quality delivery of the project.
- Provide technical input to deliver the required outputs in collaboration with the Carbon Pricing Unit.
- Engage closely with local stakeholders in collaboration with the GGGI Dominican Republic Country Team.
- Work closely with government partners and private sector in implementing the project, recognizing the importance of government ownership whilst working to gain their buy-in.
- Ensure quality monitoring and evaluation, timely submission of donor reports and deliverables, regularly evaluate project results, and guide project implementation to achieve maximum impact.
- Assess effectiveness of program activities and recommend improvements to meet key milestones for the program.
- The Project Lead will report to the Global Program Manager for the MATS Program in the Carbon Pricing Unit
Develop and maintain strong working relationships with GGGI Carbon Pricing Unit, GGGI Dominican Republic Country Team and key in-country stakeholders. Ensure all stakeholders are and remain satisfied with GGGI’s service delivery, contributing positively to GGGI’s reputation.
- Close management of the workplan, quickly identifying and communicating delivery issues, and adjusting the workplan as necessary in consultation with the GGGI Carbon Pricing Unit and the GGGI Dominican Republic Country Team.
- Delivery of activities in the workplan with high quality, within budget and the agreed upon timeline.
- Schedule, plan and facilitate working group meetings with key stakeholders.
- Review existing legislation and institutional arrangements related to carbon markets and identify gaps, roles, and responsibilities.
- Provide capacity building on Article 6 to key stakeholders (government and private).
- Coordinate with development partners, including the UNFCCC Regional Collaboration Center and the Article 6 Implementation Partnership.
- Support development of an assessment of Article 6 readiness in Dominican Republic.
- Support identification of Article 6 projects in Dominican Republic, as required.
- Produce project delivery reports as required by the Funding Agreement and Operational Guidelines.
- Payment will be provided monthly. The position is initially for 7 months but may be extended upon satisfactory performance and approval of funding.
- Advanced degree (master’s) relevant to climate action and/or green investment.
- Preferably at least five years of experience in project development, green investment, program management or other relevant fields.
- Strong understanding of international carbon markets, including an understanding of Article 6 of the Paris Agreement.
- Experience in day-to-day engagement with Government ministries and agencies. Experience with the Government of Dominican Republic is a strong advantage.
- Experience of requirements and procedures of bilateral donors/organizations or multilateral organizations.
- Experience in organizing and delivering consultations, validation meetings, workshops, and capacity building events.
- Strategic thinker and solutions-oriented, with ability to multitask.
- Ability to review, synthesize information and produce high quality reports.
- Ability to establish priorities in a time-sensitive environment and meet deadlines with strong attention to detail.
- Excellent communication, presentation and writing skills.
- An excellent command of spoken and written English and Spanish.
