Latin America and the Caribbean countries have adapted their regulatory and institutional framework to respond to the socioeconomic integration needs of refugees and migrants, particularly from Venezuela. More than 7.7 million people have left Venezuela as of August 2023; of these almost 6.5 are in the region. Colombia hosts 2.9 million of migrants and refugees, Ecuador hosts 475.000 and Peru hosts 1,5 million. The socioeconomic integration of women, 51% of the total, is contingent upon the recognition of their characteristics, capabilities and needs, which often differ from those of their male peers. Therefore, understanding socioeconomic integration from the gender dimension facilitate the design of better mechanisms to overcome barriers.
The IRCC project’s main objectives will contribute to strengthen capacities of governmental and non-governmental actors to improve the socioeconomic integration of migrants and refugees from Venezuela, especially women and those with transgender life experience, at country-level in Colombia, Ecuador and Peru, and at regional level through the regional coordination mechanisms such as the Quito Process and the CSM . To enhance migrants´ access to decent employment and sustainable entrepreneurship the project will promote the improvement, expansion and articulation of the services offered by Public Employment Services and will support the creation of a conducive environment in terms of sustainable entrepreneurship (outcome 1). In terms of providing civil society organizations with better capacities, the project will promote the awareness and implementation of the Fair Recruitment principles and guidelines and will strengthen civil society organizations capacities so they can register as formal PES service providers and directly offer employment services (outcome 2). To strengthen the regional coordination mechanisms, the project aims to promote a scheme for mutual skills recognition between countries, implement a triangular cooperation strategy for the exchange of regional experiences in the Americas, and strengthen the regional mechanisms’ workplans, monitoring and evaluation processes on the socioeconomic integration of migrants and refugees (outcome 3).
Within the policy and procedural requirements established by the ILO and the Project, the Project Manager will be responsible for the day-to-day management of the programme implementation and provide technical advisory services towards the development and execution of future programs to be developed in the Project/Programme sector. He/she will ensure that the objectives stated in the project document are attained within the stated time frame and budget, and ensure compliance with the ILO and the Project/Programme’s financial and operating procedures. The incumbent will promote ILO policies in the project related technical areas and other components of the ILO Decent Work Agenda.

The Project Manager will work under direct supervision of ILO CO-DWT Lima Director and will receive technical guidance, support and follow up by the Regional Specialist in Labour Migration and Mobility at ILO RO-Lima; support will also be provided by other relevant technical specialists at CO-DWT Lima, especially from Labour Law and Labour Administration Senior Specialist based in Bogotá, and HQ.
The Project Manager will oversee the work of support staff of the Project, national officers and any other international or local consultant hired during the course of the project.
Description of Duties:
Project management:
- Ensure effective implementation of the Project through: the provision of inputs, the delivery of outputs, and the planning, monitoring and evaluation of activities. Deliveries and outcomes must be in conformity with ILO policies and project strategies and in accordance with ILO programming guidelines and country/action programs, and the administrative and financial procedures in consultation with the responsible Field Office, if applicable.
- Responsible for the effective management of funds/budgets allocated to the project.
- Manage the human resources of the project efficiently, including recruitment and performance management.
- Provide technical advice and secretariat support to relevant governments, ministries and other key partners, in close collaboration with the Responsible Chief.
- Ensure effective coordination, synergy and complementarity with other ILO projects and initiatives in the thematic area of labour migration and mobility.
- Initiate, coordinate and/or provide inputs for studies, reports, training manuals, and other documents related to the Project activities.
- Participate in and oversee the preparation and development of conferences, seminars, workshops, training sessions, consultations and other events, at the regional, subregional, national and local level, including by representing the ILO when appropriate and in coordination with the supervisor.
- Plan and undertaken technical missions to the countries covered by the projet (and beyond if requested by the supervisor), either independently or with other colleagues / counterparts.
- Strengthen relationships to cooperate and coordinate with governments, ministries, employers’ and workers’ organizations, non-governmental organizations, target groups and donors, in the planning and implementation of project /programme activities.
- Liaise with other UN counterparts to promote ILO’s values, increase the project’s visibility and facilitate the scaling-up of the ILO’s interventions.
- Promote ILO policies in the related technical areas of the project/programme, other fundamental rights at work and the relevant International Labour Standards, in collaboration with other technical/labour standards specialists. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
Undertake local resource mobilization activities with the multi-lateral and bilateral donor community for the development of future activities linked to the project in coordination with the responsible Offices and PARTNERSHIPS.
Knowledge management:
- Write and disseminate information on project materials in close collaboration with other relevant technical specialists at HQ.
- Ensure the development of information databases covering project activities; prepare periodic and ad hoc reports on the implementation status and coordinate with concerned ILO departments and programs.
- Identify training needs and organize training workshops and meetings for the tripartite partners, NGOs, other agencies, target groups and staff as appropriate to reinforce the professional capabilities.
- Undertake other duties as required.
- Advanced university degree (Master‘s or equivalent) in economics, law, sociology, business administration, development studies, other social sciences or another a relevant field. A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.
- At least seven years of relevant professional experience, including at the international level, in the management of international development cooperation projects and programmes, including in the area of labour migration and/or human mobility. Familiarity with ILO policies and procedures, including experience working with the ILO’s tripartite constituents, will be considered an advantage.
- Excellent knowledge of Spanish, and very good working knowledge of English, both spoken and written.
