What you will do:

Building Resilient Communities in Somalia (BRCiS) is a consortium of national and international organizations whose objective is to support and guide vulnerable communities in Somalia in building their resilience capacities, in their own ways. The Consortium was created in 2013 and is now implementing projects funded by multiple humanitarian and development donors, in more than ten regions of Somalia. BRCiS is currently implementing a multi-year project supported by FCDO entitled “Building Resilient Communities in Somalia III“ (or “BRCiS III“) that will run from July 1, 2023 until March 31, 2028 as part of FCDO’s Humanitarian Assistance and Resilience Building in Somalia (HARBS) business case. The objective of the project is that marginalised communities in disaster-prone, rural Somalia have sufficient social, financial and environmental assets to better cope with shocks and stresses and adapt to the effects of climate change. This objective will be achieved through a set of multi-sectoral outputs that focus on natural resource management/climate adaptation, agropastoral/market-based livelihoods, early and anticipatory response to shocks, and inclusion of marginalised persons. 

The BRCiS III CMU Project Manager will be contracted through NRC, the consortium lead agency, but will sit within the BRCiS’ independent Consortium Management Unit (CMU) responsible for coordinating implementation of all consortium activities across consortium Members (including ACF, Concern Worldwide, GREDO, the IRC, KAALO, NRC and Save the Children) and additional local, downstream implementing partners. 

Generic responsibilities:

  • Ensure that BRCiS Members and the CMU comply with contractual commitments and BRCiS programme quality standards throughout the implementation of BRCiS III.
  • Oversee/lead all activities assigned to CMU within the BRCiS III project workplan, including coordination with and contractual management – in collaboration with CMU Finance and NRC Somalia Logistics – of external technical partners and consultants.
  • Throughout project inception phase collaborate with BRCiS Chief of Party, CMU Programme Manager, other CMU teammates, and BRCiS Members on the finalization of strategies for localization, learning, and advocacy/influencing, accepting responsibilities as assigned within the implementation of finalized strategies.
  • Contribute to donor relationship management by attending routine and ad-hoc donor meetings and coordinating with Members to prepare necessary updates, the BRCiS III CMU Project Manager is the primary liaison between Member field teams and the donor.

Specific Responsibilities:

  • Lead high quality, timely donor reporting including by developing/preparing templates, maintaining a regular schedule of reporting, reviewing Member report submissions for completion and quality, generating narrative report content for CMU-led activities, and consolidating final narrative reports into a coherent narrative.
  • Facilitate all crisis modification processes (red-flagging, application for funds, application review/approval, modification of project documentation) in collaboration with relevant Member focal points and CMU department representatives and in alignment with the BRCiS III Early Warning, Early Action Framework – to be finalized during the project inception phase through the Inclusive, Shock Responsive Leadership Workstream under which Concern Worldwide is co-leading on EWEA.

Professional competencies:

  • Applicable degree in international relations, business, economics or related field.
  • 5 years’ experience in humanitarian/development aid in complex and/or insecure environments, preferably in East/Horn of Africa.
  • Demonstrable experience with resilience programming and/or measurement, past experience implementing BRCiS projects would be an advantage.
  • Excellent report and proposal writing skills in English language, including synthesis and elaboration of qualitative and quantitative inputs/data (compilation of reports alone is not adequate).
  • Excellent English language communication skills – negotiation, networking, influencing, public speaking and facilitating workshops at different levels.
  • Ability to work closely with field based national staff and experience in various staff training and development approaches
  • Strong planning, monitoring and organizational skills with good knowledge of the use of logical and result-based monitoring and evaluation frameworks;
  • Ability to write high quality concept notes and technical sections for donor proposals
