About the Project:

Mercy Hands is launching a new project in coordination with GIZ: Building Resilient Communities to Prevent Violent Extremism. The project will involve awareness raising and improvement of local activities available to youth and women, who will include IDPs and returnees. Through this, the project will reduce the incentives for vulnerable groups to join extremist organizations, combat and prevent violent extremism and increase social cohesion and tolerance.

The activities will include a community training session, community meetings, improvement of the centres in Jalawla, Alsa’diyah and Khanaqin and an art, sport and livelihood activity in each area.

Mercy Hands will hire one Project Manager for this project, to oversee all three centres in Jalawla, Alsa’diyah and in Khanaqin.

Responsibilities

• Lead the needs assessments for the three centres, and assist in the rehabilitation of the center’s repairs and improvements and supervising the local workers.
• Oversee the three facilitators’ delivery of training sessions on community inclusion, dialogue skills, small scales initiatives and conflict resolution in the centre.
• Oversee the creation of improvement of three social media sites, one for each centre. Review and approve of initial content.
• Oversee the three facilitator’s delivery of social media training sessions for centre staff.
• Lead three meetings, in coordination with the facilitators, with the PVE subcommittee and community figures to discuss the Community-Led PVE Road Map which addresses PVE triggers.
• Oversee and review the facilitators’ plans for the three community activities.
• Assist the facilitators in the mobilization of the community to attend and participate in events.
• Oversee the facilitators’ implementation of the nine (total) community events.
• Review PVE message delivered to audiences for appropriateness to target audience and effectiveness.
• Lead one meeting to establish Structured Dialogue: number and mechanism for periodic and regular community meetings are planned to review the progress and discuss the possible ways for mitigation concerns and refine the local vision to implement the Plan of Action.
• Lead project planning and execution in coordination with stakeholders.
• Ensure project compliance with donor guidelines and internal procedures. Prepare detailed progress reports for donors and relevant stakeholders, highlighting key achievements, challenges, and future plans.
• Provide guidance and support to project staff, facilitating efficient communication and collaboration across departments.
• Coordinate with centre staff to ensure smooth implementation.
• Monitor project budgets, timelines, and outputs.
• Oversee project finances, ensuring that funds are allocated appropriately and spent according to plan.
• Track expenses, update budget forecasts, and seek approvals for adjustments in line with financial policies
• Provide direct supervision of the implementation of project activities to ensure that deadlines are met and activities produce quality outputs.
• Review and progress meetings with the project team and support the project team in developing and updating the required project activities.
• Develop strategic program plans in coordination with senior management.
• Prepare internal progress reports highlighting achievements and challenges.
• Ensure the implementation of safeguarding and accountability policies, being the point of communication between field and HQ staff.
• Identify operational and programmatic risks and propose mitigation measures.
• Represent the organization in coordination meetings with clusters, partners, and authorities.
• Ensure all project documents are properly filed and archived.

 Specific skills, knowledge, and experience:

1. Attention to detail.

2. Ability to work independently and confidence to undergo household visits.

3. Good facilitation skills.

4. Good communication skills and experience in participatory methodology.

5. Innovative, motivated and able to work under supervision.

6. Bachelor’s degree.

7. Minimum 3 years of experience in program management in the humanitarian sector.

8. Strong knowledge of project cycle management and donor requirements.

9. Excellent communication and leadership skills.

10. Fluency in English and Arabic.

11. Proficient with MS Office (Excel, Word, PowerPoint, outlook).
