Position description
We are seeking a highly capable and culturally competent Project Manager to support the NORAD and USNORTHCOM J49 Foreign Humanitarian Assistance (FHA) Program. This role involves coordination and management of humanitarian assistance projects aimed at enhancing disaster preparedness, health, education, and infrastructure capacity in Mexico, The Bahamas, and other international locations. The position is contingent upon contract award.
Key Responsibilities
- Provide advisory, assistance, and support services for the assessment, monitoring, and evaluation (AM&E) of the FHA Program.
- Coordinate and execute projects in alignment with NORAD and USNORTHCOM’s strategic goals and objectives.
- Contribute to the planning, design, execution, and oversight of FHA initiatives, including the nomination and development of Initiative Design Documents (IDDs).
- Ensure program compliance with relevant regulations such as DoD 5132.14 and SAMM Chapter 12.
- Perform and oversee Country Program Monitoring (CPM) for Mexico, The Bahamas, and other partner nations.
- Develop comprehensive documents detailing problem statements, objectives, and logic frameworks for program initiatives.
- Maintain accurate and timely updates in program databases (OHASIS, SOCIUM, DTS, APACS).
- Manage taskings efficiently through the Task Management Tool (TMT) and prepare executive summaries for senior leadership.
- Facilitate proactive communication and coordination with Offices for Defense Coordination/Cooperation (ODC), USNORTHCOM stakeholders, international partners, and diplomatic missions.
Qualifications
- Master’s degree in Social Sciences, International Relations, Humanitarian Affairs, Project Management, or related discipline strongly preferred.
- Minimum of 5 years of experience managing international humanitarian assistance programs, with demonstrated experience in AM&E and coordination across multiple geographic regions.
- Proven experience developing and coordinating Initiative Design Documents (IDDs).
- Direct experience with country program monitoring activities, including data collection, analysis, and reporting.
- Fluency in English and professional proficiency in Spanish (both written and spoken) required.
- Demonstrated ability to engage effectively with foreign governments, U.S. government agencies, and diplomatic missions.
- Knowledge of FHA responsibilities, operations, and applicable DoD regulations.
- Must possess an active SECRET security clearance.
Preferred Qualifications:
- 10+ years of relevant experience supporting FHA programs.
- Direct experience supporting NORAD and USNORTHCOM J49 FHA Programs.
- Previous leadership role in country program monitoring activities at a Combatant Command.
- Extensive familiarity (3+ years) with systems including OHASIS, SOCIUM, DTS, and APACS.
- Certified Project Management Professional (PMP) or equivalent credential.
Work Environment:
- Primary location: Peterson Space Force Base, Colorado Springs, CO.
- Regular international travel required.
- Flexibility for short-notice assignments during crisis or contingency operations.

- U.S. citizenship required.
- Active SECRET clearance required prior to start.
