MAJOR FUNCTIONS
Under the supervision of the Conservation Director, the Project Manager’s main mission is to coordinate and accelerate the implementation of the GBF-CLC Project. Facilitate the participation of Indigenous Peoples and Local Communities (IPLCs) within the TRIDOM (Tri National Dja-Odzala-Minkébé) Interzone Congo (ETIC) landscapes, in the revision of the National Biodiversity Strategy and Action Plan (NBSAP) ensuring their rights and roles are recognized; and continue supporting the process towards the creation of the first community-led conservation area in Messok Dja.
MAIN TASKS AND RESPONSIBILITIES
1.Technical aspects
- Support the government in organizing workshops that would involve IPLCs;
- Ensure proper functioning of multisector platforms (MSPs) in TRIDOM Congo as a framework to provide inputs in the GFB processes;
- Engage regularly with conservation NGOs, the private sector, local CSOs in relation to developing community led conservation area;
- Strengthen capacities of local IPLC organizations to meaningfully participate in the process of developing a co-managed conservation area;
- Provide suggestions to a possible management plan for such a conservation area, with input from WWF Global (Governance practice experiences);
- Work closely with the IP Officer and the regional ESSF Officer to ensure that the complaints mechanism is functioning and any complaints dealt with;
- Provide regular updates to the Conservation Director and ensure that the Ministry of Environment, Sustainable Development and Congo Basin (MEDDBC) and the Ministry of Forest Economy (MEF) are kept informed and engaged in the program and possible networking and communication events;
- Ensure accurate data is collected by the MEL (or any other relevant staff members) and uploaded into a database to be developed by an IT (or any qualified staff member to be identified);
- Create and/or maintain high-quality relations with the ministries concerned and with all stakeholders (territorial authorities, IPLCs, academics, private sector, CSOs donors and other financial players, institutional partners and project teams working on similar subjects, etc.) required for successful multistakeholder dialogue;
- Contribute to the development of advocacy policy briefs, high-quality technical/narrative reports and other relevant documents;
- Participate in the planning, organization and documentation of learning events, capacity building – workshops and other initiatives hosted or facilitated by the GBF-CLC program;
2. Administrative, logistical and financial aspects
- Manage and coordinate the planning, implementation, monitoring and reporting of the GBF project;
- Ensure sound administrative and financial management of the project, in coordination with the financial team;
- Prepare requisitions and purchases as agreed in work plans and budgets;
- Develop Terms of Reference for workshops, service providers and consultants to assist in the implementation of approved activities;
- Ensure proper maintenance and retention of project implementation records to facilitate verification of resources and expenditures related to project activities;
- Responsible for and contribute to reporting to the donor (technical and financial reporting), in compliance with internal validation deadlines and external contractual deadlines;
- Facilitate field visits for internal and external stakeholders.
PROFILE
1. Required Qualifications.
- Master’s Degree or equivalent work experience in development studies, economics, conservation, social sciences, international relations or management field;
- At least eight years’ experience working with public sector, CSOs, local communities, and private sector stakeholders in the field of conservation and/or sustainability, including significant project management experience;
- Ability to write policy briefs and syntheses based on reports and studies;
- Knowledge of budget management and experience in managing projects;
- Fluency in French, written and verbal; with working knowledge in English;

WORKING RELATIONSHIPS
Internal
The GBF-CLC Project Manager will work under the technical leadership of the Conservation Director, WWF RoC. He/she will work closely with the ETIC Technical Assistant, the BIODEV30 Phase 2 Senior project Manager; the WWF RoC IP Officer; the Communication manager, the WWF International GBF Manager and other relevant WWF network staff. The Project Manager will be part of and work closely with the WWF RoC SMT.
External
The Project Manager will work with the designated leadership at the MEDDBC and MEF, the CBD Focal Point for the Republic of Congo, other concerned Public Authorities;
The Project Manager will also interact with local, regional and global implementation government representatives and partners working on GBF implementation, current and prospective donors, as well as any other key stakeholders with an interest in WWF’s GBF implementation work (private sector leaders, CSOs, CBOs…).
