Context:

Under the overall supervision of the Deputy Chief of Mission (Programmes) and the direct supervision of the Senior Programme Officer (Immigration and Border Governance (IBG)), the Project Manager (Immigration and Border Governance (IBG)) will be responsible for the implementation and strategic oversight of the European Union (EU) funded “EU Support to Strengthening Integrated Border Management (IBM) in Ukraine (EU for Solidarity Lanes and IBM)” project. This follows the successful implementation of the “Support for Migration and Asylum Management in Ukraine (IMMIS)” project and the “EU Support to Strengthening IBM in Ukraine (Bridging)” project funded by Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR). The Project Manager (IBG) will work on a strategic vision that supports the Government of Ukraine and the EU donor to ensure that progression from the previous projects is seamless, priority EU/Ukraine needs are addressed and intended project results are delivered in a timely manner. The engagements under the project will extend beyond European Integrated Border Management (EIBM) and will include broader migration governance matters including policy and legislation, trade facilitation and customs cooperation (EU-Ukraine Solidarity Lanes), information and communication technologies (ICT)/digitalization, as well as border infrastructure works, thus necessitating engagement with a broad range of government bodies in Ukraine.

The ultimate objective of the project is to “contribute to Ukraine’s trade facilitation and economic recovery through improving flows of essential goods through Border Crossing Points (BCPs) and support the enhanced resilience and business continuity of Ukrainian border and migration authorities and their preparation for EU integration in the context of the ongoing Russian war against Ukraine and Ukraine’s candidate status for EU membership”. The project supports further development and overall implementation of the National Integrated Border Management Strategy of Ukraine and assists relevant Ukrainian authorities along their path to EU integration. In line with the significance of the project, the Project Manager (Immigration and Border Governance (IBG)) will work on advancing International Organization for Migration’s (IOM) role in the migration and border governance reform processes in Ukraine while addressing a range of programmatic complexities and sensitivities linked to the current war context in the country.

Core Functions / Responsibilities:

  1. Coordinate IOM’s efforts in relation to the evolving reform process in the migration and border governance sphere in Ukraine. Moving beyond the specific goals of the project, coordinate and strengthen the working relationships that IOM has already established with Ministry of Internal Affairs (MIA), State Border Guard Service (SBGS), State Migration Service (SMS), State Customs Service (SCS), Ministry of Foreign Affairs (MFA in its consular service capacity), National Police of Ukraine (NPU), Ministry of Communities, Territories and Infrastructure Development, and the State Agency for Restoration and Infrastructure Development.
  2. Ensure programmatic coherence of the project and its components at the strategic level in coordination with the donor and the Senior Programme Officer (Immigration and Border Governance (IBG)), as well as timely project activity implementation and results delivery by leading the project team.
  3. Carry out the day-to-day management and coordination of the project, lead and organize the work of the project team, including the project technical experts (e.g. ICT/digitalization, customs, and trade facilitation, legal, infrastructure/engineering, etc), assign tasks, lead project promotion and project meetings, collect and organize all project-related information and prepare project reports, including to the donor.
  4. Develop and execute the project implementation plan, adjusting and approving the necessary measures for achieving project objectives and results as per specific project and donor requirements.
  5. Lead and coordinate recruitment and management of project staff and technical experts related to project implementation.
  6. Coordinate and oversee the work of the project staff and technical experts responsible for implementing activities in their respective areas in line with the project implementation plan, namely: (i) enhancement and, when relevant, amendment of the national policy, legal and regulatory framework related to migration and border governance in Ukraine particularly in the current context of Ukraine’s candidate status for EU membership; (ii) analysis and improvement of migration and border management related business processes; (iii) enhancement and provision of ICT/digitalization solutions and equipment for relevant Ukrainian migration and border authorities; (iv) customs and trade facilitation measure for the improved implementation of the EU-Ukraine Solidarity Lanes; and (v) border infrastructure and engineering components.
  7. Chair regular Project Steering Committee Meetings and therein present the activities and results achieved and planned, flagging any issues which cannot be otherwise resolved for the Project Steering Committee to take decisions on them.
  8. Chair and lead the Project Management Board Meetings, regular coordination meetings with the donor, regular meetings/consultations with government beneficiaries of the project, and other ad hoc coordination meetings with relevant partners/stakeholders (e.g. the European Commission, EU Advisory Mission Ukraine (EUAM), EU Border Assistance Mission to Moldova and Ukraine (EUBAM), Frontex, other EU flagship projects); and ensure production of the meeting minutes by a person designated by him/her.
  9. Ensure appropriate project budget management, correct disbursement of project finances, and the maintenance of proper filing and accountability systems; and take the lead in project revision processes as well as ensuring project visibility and communications.
  10. Establish and maintain highly effective working relations with the donor and partners, most notably the EU Delegation to Ukraine, and ensure information exchange on all programmatic and operational aspects of the project; act as the primary project referent with all external stakeholders.
  11. Liaise closely with mission colleagues notably the Deputy Chief of Mission (DCoM) who has the overall programme coordination responsibility, the Policy Liaison Unit (PLU), Programme Support Unit (PSU) and other thematic and support units. In doing so, ensure synergies with other programming spheres within the mission and that potential funding is identified and project options are fully explored. These responsibilities will include comprehensive donor outreach.
  12. Support the Senior Programme Officer (Immigration and Border Governance (IBG)) in acting as the thematic resource person in the field of Immigration and Border Governance (IBG), including policy, strategy, legislation, institutional structures, and operational frameworks, by providing technical advice, capacity development and direct support to the mission, in close coordination and in cooperation with the IBG Regional Thematic Specialist (RTS) and the IBG Division at Headquarters (HQs). Actively contribute with that expertise to project development and implementation.
  13. Undertake duty travel within Ukraine and abroad as necessary.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Business Administration, Business Analytics, Law, ICT, Computer Sciences, Social Sciences, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Working experience in migration governance and border management, with supervising responsibility required;
  • Experience in project coordination, implementation, reporting as well as monitoring and evaluation;
  • Experience in managing projects with significant project budget and large procurement components (e.g. in ICT/digitalization, construction and engineering works);
  • Experience in organizational change management is highly desirable;
  • Experience in liaising with governmental and diplomatic authorities as well as with international institutions (including EU institutions) is highly desirable;
  • Experience of the IOM project management cycle, programme support modalities and administrative systems and rules is highly desirable.

Skills

  • Knowledge of EU policy, structures and European best practices in migration governance and border management;
  • Knowledge of customs cooperation and trade facilitation is highly desirable;
  • Knowledge of privacy and data protection and their specific implications on the IBG programming areas;
  • Knowledge of migration policy development, related legislative changes, EU acquis and EU accession processes is desirable; and
  • Knowledge of migration and border management actors in Ukraine is desirable.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Ukrainian or another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
