COUNTRY PROGRAM BACKGROUND:

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

In recent years, Cameroon has been affected by crises in several neighboring countries, which have led to insecurity and left Cameroonian communities in state of vulnerability, especially women, and children living in border areas. IMC UK is one of the organizations working with WFP since July 2016 for nutrition assistance projects for refugees and host populations in Cameroon, specifically in the North, East and Adamawa Regions. Several hundred thousand refugees of various nationalities, but mainly Central African and Nigerian refugees, have found refuge in Cameroon for several decades. UNHCR figures from the September 2023 factsheet of CAR refugees in the Adamawa region reveal that there are 76,195 refugees from CAR, of which 17,481 live in the camp of Ngam and Borgop with 2,485 children under 5 years of age. The large presence of refugees in these communities has aggravated the prevalent food insecurity situation among host communities where opportunities for income-generating activities, such as subsistence farming, livestock and small businesses are limited. IMC, under funding from WFP, will develop a nutrition program based on BSFP activities as well as supporting communities to vary the content of their meals.

Therefore, IMC would like to hire a Project Manager who is responsible for the design and oversight of WFP Adamawa project implementation in the Sub-Divisions of Meiganga, Djohong and Ngaoui, including staff recruitment and capacity building, activity planning and implementation, budget management, monitoring, reporting, and coordination.

The Project Manager reports to the Field Coordinator and works in close coordination with the Nutrition National Coordinator, Finance, Logistic and MAEL team. S/he directly supervises Nutrition, Cash Transfer and Livelihood Supervisors and, indirectly, Field Agent and Community Health Workers based in various field sites.

Job summary:

The Project Manager who works under the direct supervision of the Field Coordinator, is responsible of implementation of field activities such as provide technical and operational support to the team in the field to ensure good performance on work, Analyze trends in Nutrition, Livelihood and Cash Transfer, gaps in services in the intervention areas and suggest ways to develop/adjust program strategies to meet needs, Contribute to program design and the preparation of concept notes, proposals and reports. He/she provide daily technical support and coaching to the project team and partners or stakeholders. He/she also has a duty to monitor and ensure the proper functioning of community-based complaint escalation mechanisms established in the community. This position requires an enthusiastic, highly individual motivation who has deep knowledge and robust skills on Nutrition, Livelihood, Cash Transfer and Community Engagement in both humanitarian and development settings.

ESSENTIAL RESPONSIBILITIES

1. Program management:

  • Provide technical support planning and implementation of Food Security and Livelihood interventions i.e. agricultural livelihoods, business and skills development, financial inclusion and environmental protection.
  • Actively promote value chain development of selected enterprises through provision of productive assets, technical trainings, value addition and market linkages.
  • Ensure the coherence & linkage of the different program activities ranging from health seeking, nutrition support, FSL support, business development & linkage.
  • Ensure active participation of the various categories of beneficiaries in project interventions.
  • Implement all the planned field-based activities in respective areas of project implementation in planned time and coherent manner.
  • Support the identification of key stakeholders involved in the value chain and conduct discussions with them to identify area of supports to develop linkages and collaborative way of working.
  • Coordinate relevant stakeholders and service providers to deliver trainings to project beneficiaries such as financial literacy trainings, agriculture loans, inputs, quality control and management, etc.
  • Conduct market studies and advise on best implementation strategies that would ensure that targeted farmers and farmer groups have profitable agribusiness ventures.
  • Develop a sustainable marketing structure, including an umbrella commodity marketing associations to enhance market access.
  • Support teams prepare weekly and monthly individual work plans and submit to the team with clear deliverables and targets.

2. Program Implementation and Capacity Development:

  • Participate in beneficiary profiling, beneficiary registration, and base line-end line assessments in FSL activities through technical review and guidance on data collection tools.
  • Participate in all project review assessments, surveys and studies and ensure these are conducted as per protocol.
  • Document and compile reports on project activities including Monthly & Quarterly donor reports, internal reports (weekly report, SitRep and activity reports (meetings, and any other activity).
  • Support the establishment of a database for all project activities to regularly monitor and evaluate their activities.
  • Take leadership in reporting on project progress, success stories and lessons learned during project implementation.
  • Conduct trend of food security and nutrition analyses of the refugee and host community and give recommendations on how International Medical Corps can better position itself.

3. Coordination:

  • Work with the Field Coordinator, Site Managers or Focal Point, Finance Manager, Logistics to ensure appropriate support is provided to the project teams in the field;
  • Participate in appropriate multi-sectorial activities related to FSL for example; field days, workshops, seminars, agricultural shows, and field monitoring visits.
  • Ensure that stakeholders are sensitized on program accountability and have information on beneficiary feedback mechanism.
  • Work closely with relevant Government state departments (MINADER, MoPH, MINEPIA, MINPROFF, MINAS), UN-System, INGO and NGO to share relevant information.
  • Participate in internal and external meetings.
  • Coordinate with other sections of IMC and all other stakeholders in the response.
  • Attend donor meetings and field visits as required.
  • Deliver diligently in any other duties as assigned from time to time.

4. Financial Management:

  • Ensure compliance with donor financial regulations.
  • Ensures that program activities are on budget and executed in a timely manner.
  • Work with logistics to ensure the purchase of program supplies.
  • Comply with IMC and donor requirements and report any funding issues.
  • Prepare Pipeline including Procurement Plan for the project and submit them to the Field Coordinator for review.
  • Attend Pipeline with SMT.

5. Human ressources capacity building

  • Conduct detailed induction and orientation of new staff under your supervision ensuring that all relevant documents and tools of work are shared with new staff.
  • Identify training needs and build capacity of FSL Extension workers in all key technical programme aspects (Agroforestry, Farmer field schools, Soil & water conservation, business skills development, enterprise development, VSLA Methodology).
  • Provide capacity development training and support to the key stakeholders & project staff to effectively mobilize and deliver agri-business development services to beneficiaries (social mobilizing, identification of interest groups, business planning, and strengthening market linkages).
  • Develop training manuals per thematic area, and Participate in the training of beneficiaries, staff & stakeholders per the project requirements.
  • Train the groups on business planning and develop bankable business plans for all farmer groups and individual replicators as well as recommend relevant improvements in the agri-business enterprises that would enable the groups realize better returns on their investments.
  • Ensure that staff under your supervision are effectively prepared and supported to deliver their tasks and perform to expectation.

PERSONAL QUALIFICATIONS:

  • Master 2 in Agricultural sciences, business economics or any other relevant field with at least 4 years’ continuous experience implementing food security and livelihoods related activities.
  • Previous work with a busy multi-sectoral setting in a refugee setting is an asset.
  • Knowledge and practical experience in value chain development.
  • Knowledge and practical experience in public private partnerships.
  • Previous work experience with farmer organizations.
  • Capacity building of organizations and individuals.
  • Participatory training methodologies.
  • Network of private sector contacts.
  • Strong presentation skills with mastery of Power point, Excel, MS word.
  • Strong communication skills (written and oral) in English.
  • Ability to exercise sound judgment and make decisions independently.
  • Team player, extremely flexible with the ability to cope with stressful situations.
  • Excellent reporting skills with good oral and written communication skills.
  • Knowledge of the local language is an added advantage.
