United Nations Development Programme (UNDP) with the Global Fund to Fight with AIDS, Tuberculosis and Malaria (the Global Fund), under the Framework Agreement, signed on October 13, 2016, is providing procurement and technical support to the Ministry of Health of the Republic of Angola through the “Supporting of the National Response to HIV/AIDS, Tuberculosis and Malaria in Angola” Program, Project/Grant name: AGO-Z-UNDP (July 2021 – June 2024 and COVID19 Response Mechanism grant (July 2021– December 2024).
The COVID-19 pandemic highlighted critical gaps in the availability of medical Oxygen and oxygen equipment in Angola to treat patients with severe disease. WHO guidelines recommend an oxygen saturation of 92 to 96% in adults with COVID-19 or other severe respiratory distress syndromes, administering supplemental oxygen as needed. Oxygen can be administered in different ways, the most common options, in addition to the administration of supplemental oxygen, include the use of high-flow nasal cannulas, noninvasive positive pressure ventilation.
Provision of Oxygen for strengthening health systems is vital for COVID-19 as well as pneumonia, anemia, obstetric and surgical emergencies, and other respiratory diseases. Oxygen access requires quality oxygen to be available and affordable to those who need it, when they need it, and used in a safe and rational way ¹. The main barriers to access oxygen are the absence of an enabling environment in terms of coordinated policies and regulations as well as fragmented supply and distribution systems for oxygen and facility-level barriers to oxygen access for patients. Ministry of Health and WHO conducted an evaluation of the oxygen needs in Angola in 2020. Based on the MOH plan for the COVID-19 Emergency Response, the program aims to support the Government of the Angola to address inadequate medical oxygen supply by procuring and installing 9 PSA oxygen plans in Luanda, Benguela and Kwanza Sul.
The overall objective of this Project is to strengthen the preparedness and response capacity of the Angola Health System regarding prevention, diagnosis and treatment of COVID-19 and its impact on the overall Angola Health System, and specifically on HIV, TB and malaria, and in the longer term to become more cost-effective and sustainable.
The provision of key equipment and the incorporation of new infrastructure to the health network of the MOH will strengthen the capacity of the health system in Angola to effectively provide high-quality medical oxygen when necessary.
The expected output of this project is to procure and supervise the installation, commissioning and training of medical gases sources – PSA plants – (Oxygen, medical air and vacuum), medical gases network in Luanda, Benguela, and Kwanza Sul. The role of the project manager will be to oversee the successful installation of those PSA oxygen plants on before December 2024.
The main goal of the project manager will be to ensure the project is delivered on time according to requirements and without exceeding budget. Other responsibilities will include:
- To manage relationships with key stakeholders, create benchmarks for success and deliverables.
- Collaborate with the vendor, engineers, Ministry of Health etc. to determine the specifications of the project, timelines, and deliverables.
- Coordinate with the Ministry of Health to obtain permits and licenses from appropriate authorities.
- Collaborate with project stakeholders to determine needed resources (manpower, equipment, and materials) from start to finish with attention to budgetary limitations.
- Coordinate with all project stakeholders all construction operations and schedule intermediate phases to ensure deadlines will be met.
- Supervise the work of the stakeholders under the project and give them guidance when needed.
- Ensure adherence to all health and safety standards and report issues
- Facilitate knowledge and capacity building, knowledge sharing, and advocacy relevant to the assigned thematic areas.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

- Advanced university degree (master’s degree or equivalent) in civil engineering, biomedical, mechanical engineering or relevant related field is required, OR
- A first-level university degree (bachelor’s degree) in the above-mentioned fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Minimum of 5 years (with master’s degree) or 7 years (with bachelor’s degree) of professional work experience in providing project management and engineering technical supervision for construction works related to medical oxygen installation in the health sector is required;
- Specific experience in oxygen-related construction in Angola or any other developing country context;
- Experience in Project management;

- Experience in Communication is desired.
Language Requirement
- Fluency in English is required.
- Knowledge of Portuguese is desired.
- Occupational Safety and Health Administration (OSHA) Certificate
- Certified Construction Manager (CCM);
- Leadership in Energy and Environmental Design Accredited Professional (LEED AP);
- Building Design + Construction or related.
