Organizational Setting

Ashor Iraqi Foundation for Relief and Development was registered in the Department of Non- Governmental Organizations after the institution’s cadre was a volunteer team, and its registration came as a result of the urgent societal need of the society of the western governorates (Nineveh, Baghdad , Salah Al-Din, Anbar, Dyala and Basrah) due to the circumstances it went through and the difficulties it faced through the exposure of these The governorates have witnessed many security incidents, wars and conflicts, which resulted in displacement and mass migration from many cities in those governorates, due to the occupation of their lands by terrorist groups, and the resulting problems generated many economic hardships and social problems.

 

Most of them were classified as marginalized and weak groups and were unable to obtain their rights Constitutional and legal, in addition to the deteriorating economic situation of it, and from these circumstances, the Foundation emerged in the areas of displacement to work to provide aid and aid to the displaced, and then the Foundation moved to direct work in the rehabilitation of cities after their liberation after 2014.

 

 

Position Summary & Reporting Lines:

Project Manager (Roving) will lead the overall implementation of Ashor’s responsibilities under the “Nabni Together: Building Local Peace and Trust” project across Baghdad and Basra .The role ensures high-quality delivery, strategic coordination, compliance with donor requirements, and effective stakeholder engagement.

The Project Manager will oversee planning, implementation, and monitoring of activities related to social cohesion, service delivery improvement, youth livelihoods, and participatory governance.

Reporting Line:

  • Reports to: Executive Director – Ashor
  • Technical coordination with: Senor Program development Manager

 

Main Responsibilities & Duties

 

  1. Project Management & Implementation
  • Lead overall planning, execution, and monitoring of project activities across all target locations.
  • Ensure timely delivery of outputs in line with workplans, budgets, and donor requirements.
  • Oversee implementation of:
    • Community engagement and social cohesion initiatives
    • Rehabilitation of public facilities
    • Youth vocational training and employability support
    • Dialogue platforms between citizens and authorities
  1. Coordination & Partnership Management
  • Act as the primary focal point between Ashor and consortium partners
  • Coordinate closely with local authorities, community leaders, and service providers.
  • Ensure alignment with Local Peace and Conflict Analysis findings.
  1. Team Leadership & Supervision
  • Supervise Project Coordinators and field teams across governorates.
  • Provide technical guidance, coaching, and performance monitoring.
  • Ensure effective internal communication and task delegation.
  1. Compliance & Quality Assurance
  • Ensure full compliance with donor regulations, internal policies, MEL frameworks, and Environmental & Social (E&S) standards.
  • Maintain high-quality documentation, reporting, and data management systems.
  • Oversee safeguarding, accountability, and grievance mechanisms.
  1. Financial & Operational Oversight
  • Monitor project budget utilization and ensure cost-efficiency.
  • Coordinate with finance, procurement, and logistics teams.
  • Review and approve expenditures in line with project plans.
  1. Monitoring, Evaluation & Reporting
  • Ensure proper tracking of indicators and progress against the results framework.
  • Lead preparation of narrative, technical, and donor reports.
  • Support learning, adaptation, and documentation of best practices.
  1. Risk Management
  • Identify risks and develop mitigation strategies.
  • Monitor contextual changes (security, political, social) affecting implementation.
  • Ensure adaptive management approaches when needed.

 

Qualifications & Preferred Skills

Education & Experience

  • Bachelor’s degree in relevant field .
  • Minimum 5–7 years of experience in project management within NGOs or international organizations.
  • Proven experience managing multi-location, multi-partner projects.
  • Strong background in peacebuilding, governance, livelihoods, or community development.

Technical Skills

  • Strong understanding of:
    • Social cohesion and conflict-sensitive programming
    • Participatory governance and community engagement
    • Project cycle management (PCM)
  • Experience with donor-funded projects (KFW, BMZ , GIZ, etc.).

Core Competencies

  • Excellent leadership and team management skills
  • Strong stakeholder engagement and negotiation abilities
  • Advanced reporting and documentation skills
  • High level of organization and problem-solving

Languages & Tools

  • Fluency in Arabic (required)
  • Strong English writing and communication skills (required)
  • Proficiency in Microsoft 365 and project management tools

Other Requirements

  • Based in Iraq with ability to travel frequently
  • Ability to work under pressure and manage complex operations
  • High integrity and commitment to safeguarding principles
  • Strict adherence to zero-tolerance policies on SEA
