Organisational context

 

Caritas Czech Republic (CCR) is a non-profit organisation that operates abroad in the context of humanitarian aid and development cooperation. It is a respected member of the international network Caritas Internationalis. Its foreign activities focus on the social sectors, developing livelihoods for the local population, and educating children and adults.

CCR’s mission in Iraq was established in 2017. Since then, CCR has assisted the vulnerable Iraqi population in 5 governorates: Dohuk, Ninewa, Salah Al Din, Kirkuk and Anbar.

The mission team comprises of expatriates and national staff. The organisation is registered and allowed to work in the Kurdistan Region and the rest of Iraq.

Purpose of the Position

 

The Project Manager – Team Leader is a crucial national role based in Anbar (Saqlawia and Falluja District) with frequent travel to the Erbil office. This position is responsible for the comprehensive management of a livelihood and agriculture project. The role demands adherence to donor and Caritas Czech Republic (CCR) processes, procedures, and requirements, ensuring timely and high-quality project implementation under the guidance of the Multi-Projects Manager.

This position is pending donor approval.

 

Responsibilities

 

• Major Responsibilities

1. Implementation

• Manage and coordinate project activities effectively and efficiently.

• Supervise Field Coordinator, Agricultural Expert, and other staff, ensuring proper planning, implementation, monitoring, and evaluation of approved activities as per program design.

• Ensure compliance with donor requirements and CCR’s policies and procedures.

• Properly handle, store, transport, distribute, track, and report project assets and resources according to CCR’s and Donor policy.

• Support the Multi-Projects Manager in clarifying the overall project direction and needs.

• Regularly visit target communities to gather their perceptions and experiences, assisting in the planning and implementation of relevant activities.

• Facilitate the identification, design, and implementation of appropriate training for project staff and target communities.

• Provide continuous feedback to the CCR team on project status and contextual changes.

2. Supervision

• Oversee budget expenditure.

• Supervise direct reports, including Field Coordinator, Agricultural Expert, and other short- and long-term staff.

3. Coordination

• Coordinate with other agencies and NGOs to ensure the project targets the appropriate population.

• Ensure project implementation aligns with CCR strategy and supports further program development.

• Coordinate with operations to ensure timely and quality planning, preparation, delivery, and reporting.

• Maintain day-to-day coordination with the Multi-Projects Manager.

• Participate in regular CCR coordination meetings, partners’ meetings, and relevant cluster meetings.

4. Reporting

• Prepare internal progress reports as scheduled by the line manager.

• Develop inception, monthly, quarterly, and final reports per donor requirements and formats.

• Update budget spending tables monthly.

5. Capacity Development

• Lead capacity development for project staff to ensure competency for quality performance. • Provide close supervision to offer capacity building for field members.

6. Other Roles

• Perform other duties as required by the line manager.

Qualifications & Preferred Skills

• Minimum of 6 years of experience in project management in a complex context.

• At least 5 years of experience in the livelihoods and agriculture sectors and projects related to skills development and agriculture, and SME support.

• Ph.D. or Master’s degree in public or business administration, international development, engineering, or another relevant field.

• Proficiency in MS Office and Excel.

• Excellent interpersonal skills.

• Strong narrative reporting skills.

• Budget management and administrative skills.

• Ability to multitask, anticipate challenges, and initiate mitigation plans.

• Excellent knowledge of Arabic and excellent writing and speaking skills in English; Kurdish is an advantage.
