The objective of the Vocational Training and Employment Support Services (VTESS) Project is to improve the income and ultimately the livelihood of the main project beneficiaries, who are people between 15 and 35 years of age, have completed primary and/or lower secondary education, and are subjected to income poverty. The Project aims at vocational training and labour market insertion or re-entering of schooling of its main beneficiaries. The project is implemented in 5 provinces and the capital city of Vientiane, Lao PDR.

 

We are looking for a Project Manager for Vocational Training and Employment Support Services (VTESS) in Lao PDR starting 1 December 2024.

Tasks:

Overall responsible for project management. This entails among others: 

  • Developing and implementing yearly project plans in accordance with established guidelines and budgets
  • Ensuring the project adheres to guidelines set forth by the government, Swisscontact, and the donor
  • Preparing technical and financial reports to meet the requirements of Swisscontact, the government, and the donor
  • Collaboratively monitoring project implementation with project staff and partner organizations
  • Supporting project reviews, including mid-term reviews and final evaluations
  • Managing recruitment and contracting of project staff, consultants, and implementation partners
  • Supervising overall project fund management
  • Enhancing the technical and managerial skills of the project staff as needed
  • Representing the project externally
  • Maintaining effective working relationships and reporting with donors and other stakeholders at both national and international levels 
  • Analysing and synthesising project outcomes, contributing to concept development within the project context

Skills required

Requirements:

  • Master’s degree in VET, management, economy, business administration, social science or alike 
  • Diploma and professional experience in a technical field
  • At least 8 years of relevant working experience in a similar position
  • Strong leader ability to manage a team of local experts independently
  • Well established capacity to establish and execute plans with various partners as well as to monitor and evaluate results
  • Good budgeting, accounting and reporting skills to assure financial and administrative smooth-running of the project
  • Strong negotiation skills and the ability to apply them in a specific cultural context
  • Ability to liaise with various stakeholders from private and public sector
  • Good communication skills in English
  • Willingness to occasional travels to project locations
