The programme will also facilitate inclusive multi-stakeholder dialogue sessions to support and ensure ownership, sustainability, coherence in planning by different governmental stakeholders. The dialogue will include targeted focus group discussions and sessions with communities, civil society organizations and government entities. The dialogue sessions will promote the importance of adopting a holistic human security approach in programme design, data collection and in future planning.

A road map will be developed at the end of the programme by analysing and consolidating the findings of the survey, the feedback from the focus group discussions as well as the recommendations that will emerge from the dialogue sessions. 

Institutional Arrangement

In this context, the Project Officer will work under the supervision of the Livelihood Programme Analyst in the Green Pathways and Inclusive Growth at UNDP and in close collaboration with the project team at UNDP and WFP (inter-agency project team).

Duties and Responsibilities

  • The Data Expansion for Human Security programme, which is a joint programme between UNDP and WFP, seeks to contract a Project Officer who will support the activities of the programme including coordination between implementing partners, government entities, civil society actors, community leaders, and decision makers. He/ She will be responsible for the day to day coordination, monitoring and progress of the program’s activities including data collection (quantitative and qualitative), arranging consultative policy sessions, and program reporting and communication efforts. A solid understanding of M&E methodologies is essential to fulfilling these responsibilities effectively. In particular the Officer needs to fulfil the following duties and responsibilities:

General program management coordination:

  • Contribute to the overall management of the project’s activities and coordination functions.
  • Undertake regular visits to the field to support the effective and timely implementation of all activities including data collection, dialogue sessions and advocacy activities.
  • Develop the project monitoring and evaluation tools and templates based on the final approved project work plan and financial reporting template, to include:
  • Results tracking and monitoring tool
  • Budget and procurement monitoring and tracking tool
  • Data collection and analysis reporting tool
  • Support the inter-agency project team in coordinating activities with main project stakeholders to ensure harmony in approach, consistency in implementation and alignment with the human security objectives.
  • Support and coordinate all data collection activities and analysis with a particular focus on results from a human security lens.
  • Make sure program activities and implementation are on track to achieving their desired objectives as per the project documents and results framework ensuring alignment with UN corporate requirements, standards and operating procedures.
  • Facilitate and support the organization of 4 dialogue sessions with stakeholders. The dialogue sessions will be designed by the inter-agency project team, and organized by the project officer who is expected to coordinate and liaise with stakeholders and partners relevant to the project including with community-based organizations, national and international organizations, relevant private sector institutions, media, United Nations agencies, academia, and government entities.
  • Support in the organization and coordination of the orientation learning sessions on the human security approach. The learning sessions will be designed by the inter-agency project team in collaboration with the Human Security Unit programme officer, and organized and facilitated by the project officer.

Monitoring:

  • Monitoring and Assessment Framework: Collaborate with WFP and UNDP to develop a robust monitoring and assessment framework for the Human Security program and design data collection methods and tools that align program goals.
  • Data Coordination and Quality Assurance: Support WFP and UNDP in data collection, ensuring accuracy and timeliness and implement quality assurance processes to maintain data completeness and reliability.
  • Statistical Analysis: Support UNDP and WFP in applying basic descriptive statistics to analyze household human security indicators.
  • Prepare periodic reports for WFP and UNDP, informing evidence generation goals of the program.

Program documentation and reporting:

  • Lead on project documentation by collecting all project related information and provide monitoring data to key project management processes.
  • Lead on and coordinate all meetings between project partners and ensure effective follow up on all recommendations and action points.
  • External reporting: Prepare periodic analytical reports in coordination with the project team; ensure timely completion of required quarterly and annual reports; and update the risk logs on UN reporting platforms
  • Internal reporting: devise a plan for effective reporting to both UNDP and WFP ensuring both agencies are up to date on all project activities

Program Communication, visibility, learning dissemination and advocacy:

  • Contribute to project communications and visibility efforts including the development of a range of core communication content including reports, briefings, infographics, policy briefs, case studies and presentations.
  • Embed learnings into relevant channels and entities to ensure wide uptake and understanding of human security approach.
  • Support the project team in the development of the project road map and project brief.
  • Support the project team in advocacy and in promoting the human security approach among key national entities.
  • Ensure synergy and integration with other ongoing projects under the portfolio.

Required Skills and Experience

Education:

  • Advanced University degree (Master’s degree or equivalent) in Economics, Statistics, Management, Business Development, Project Management, Finance, or related fields is required, or
  • A first-level university degree (Bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree

Experience:

  • Up to 2 years (with a Master’s degree) or minimum two years (with a Bachelor’s degree) of relevant experience in project implementation, monitoring and evaluation, developing monitoring and tracking tools, and reporting, community engagement, facilitating and coordinating the collection and consolidation of project results and data, supporting in the development of comprehensive analysis documents reporting templates at the national and/or international level is required.

Required Skills:

  • Experience in monitoring and evaluation and in the development of project tracking and monitoring tools and templates.
  • Experience in engaging and coordinating with communities, government, and private sector.
  • Experience in designing communication, visibility, and advocacy material.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and working knowledge of spreadsheet and database packages, as well as experience in the handling of web-based management systems.

Desired Skills:

  • Experience from previous UN assignments and/or multilateral and bi-lateral aid organizations would be an asset.
  • Experience in developing progress and final reports related to projects.
  • Strong analytical skills and writing skills/experience.
  • Experience in facilitating and coordinating the collection and consolidation of project results and data.
  • Experience working in humanitarian and development projects.

Required Languages:

  • Proficiency in written and spoken English and Arabic.
