General description of the position:
We are seeking a highly motivated individual to join our team as Project Officer in Baghdad. This position will be Under the direct administrative supervision of Field Coordinator and with technical supervision from Child Protection technical team. The Project Officer will be responsible to ensure the quality implementation of the Tdh’s Child Protection Project in partnership with a national non-governmental organisation. In addition, the Project Officer will provide continued supervisory and technical assistance to the Tdh’s national implementing partner and ensure the capacity of the partner is enhanced and sustained to implement the project with expected quality and in a timely manner.
This position is based in Baghdad with regular travels to project implementation areas and work from office of the partner organization.
Responsibilities & Task
Capacity Building and Development:
- Conduct regular assessment of the project and partner staff training needs on Child Protection and on project components.
- Develop a staff capacity building plan responding to regular needs assessment in coordination with the Child Protection Technical Specialist and Field Coordinator.
- Regularly review child protection staff’s progress through field supervision/observation, meetings and other forms of evaluation to inform need for additional trainings.
- Develop and update individual training file for each staff that tracks attended trainings either internal or external according to each individual need assessment and response plan.
Project Management:
- Manage implementation of the Child Protection activities in the project locations and ensure that objectives are met, and indicators are timely and adequately measured.
- Conduct visits to the project locations to ensure proper monitoring of activities implementations and quality.
- Jointly develop weekly and monthly action plans and ensure its implementation.
- In a close coordination with the MEAL Officer, ensure that the project database is regularly and accurately updated, the MEAL plan is followed up and project review takes place in a timely manner.
- Contribute and as well support implementing partner in development of Procurement Plans, submission of procurement and service requests and a close follow up.
- Lead and contribute in drafting narrative reports, submit weekly/monthly reports to the Field Coordinator and CP Technical Specialist.
- Maintain ownership of the Project Follow-up Tool (PFU) and ensure that it is updated on monthly basis.
- Ensure that the case management system for children and adults is aligned with the Inter-agency Case Management Guidelines, adheres and refers to the inter-agency standardized operating procedures and tools.
- Ensure that Case Workers thoroughly follows the case management steps ensuring that each step is properly implemented and documented in the individual’s file.
- Conduct weekly supervision meetings with all caseworkers, providing technical advice on cases and psychosocial support to caseworkers.
- Support the PSS team to draft a weekly activity schedule and revise it regularly as to make it adaptable to the evolving needs on the ground.
- Ensure that signs of mental health and psychosocial distresses are identified, registered and cared for in timely and quality manner, through referrals when appropriate.
- Train PSS Staff on basic concepts of case management in order to timely refer cases of individuals at risk or of affected by protection concerns.
- Support the team to design an array of age and gender appropriate social events, educational programmes, awareness raising sessions.
- Ensure a close supervision of daily community outreach activities, support the staff in prioritizing interventions if needed, overcoming challenges and seeking synergies with other actors.
Coordination and Representation:
- Work in close collaboration with Tdh partners and other key actors.
- Coordinates with other Tdh sectors to ensure implementation of standardized activities and with other departments (programme and support) of Tdh Iraq.
- Participate in fora and meetings held at site level in her/his field of expertise, when relevant and necessary.
Other:
- Fully comply with Security policies, Tdh Code of Conduct and ensure Child Safeguarding Policy is upheld at all times.
- Ensure adherence to Tdh standards and quality requirements in all the project activities and standards applicable to implementing partner.
- Adhere to and ensure the team under her/his responsibility follows Tdh administrative and logistical regulations and procedures.
- Any other tasks as requested by the Line Manager.
- Ad hoc requests as approved by the Line Manager.

Qualifications & Preferred Skills
As well as the following professional competencies:
- Bachelor’s degree
- Minimum two years of work experience in similar position and experience in working with partner organization for implementation of project activities.
- Fluency in English and Arabic is mandatory.
- Extensive work experience on MS Pack, database management, data analysis, report writing.
- Expertise in developing, planning and implementing project management systems, procedures and tools.
- Awareness and knowledge of ethical issues related including do no harm and sensitivity to gender and diversity.
- Knowledge of and professional experience in the children’s rights field (protection and health) in the humanitarian aid/development context

SALARY:
the Gross Salary is (1904$) , before Social Security and Income tax deduction .
