The Project Officer will mobilize the target communities to identify problems and possible interventions as well as facilitate their participation in project ownership. Further, the Project Officer (PO) will capacitate the children, community stakeholders, and partners by facilitating situational analysis, planning, implementation, monitoring, and evaluation (SAPIME) in the context of Child Centered Community Development (CCCD) and gender responsiveness.  The post holder will work based on the overall project objectives and key outcomes, including establishing complementation and alignment with similar initiatives.
The PO will provide project updates in the Digital Monitoring and Evaluation (M&E) Tracker on a regular basis in coordination with the Monitoring and Evaluation Officer.   
Further, as the Project Officer:
  • You will facilitate the gathering and updating of baseline data into a community profile and ensure that these are communicated in the community.
  • You will conduct awareness raising and facilitate capacity-building activities for children and youth (CAY), women, civil service organizations (CSO), private sector actors, and child protection system actors, including parents and caregivers and communities against sexual exploitation of children (SEC) and online violence.
  • You will promote and support the strengthening of online safeguards for internet and telecommunication service providers/ICT companies and small business operators to prevent SEC and online violence.
  • You will facilitate the strengthening of (existing) formal and informal child protection systems and mechanisms.
  • You will facilitate advocacy towards ICT companies, internet service providers, telecommunications, and small business operators to strengthen their online safeguards to prevent and respond to SEC/ online violence in the long term.
  • Plan International is a development and humanitarian organization. In exceptional cases, you will be asked to support emergency response activities in the communities in your assigned covered areas. 
To be successful in the role you will need among other things:
  • Bachelor’s degree in Social Work, Community Development, Social Sciences, or other related courses.
  • Training on community organizing/community development, program/project management, participatory rapid appraisal, children’s rights, child sexual exploitation and abuse (CSEA), child protection, gender sensitivity; gender and development.
  • Three years of experience in implementing child protection programs, particularly doing research, planning, developing, implementing, monitoring, and evaluating child protection programs.
  • Good command of verbal and written communication skills and the ability to relate to people from all backgrounds.
  • A team player with integrity and transparency; proactive and gender sensitive.
  • Applicants must be based in the Philippines and Filipino nationals.
