Job Summary:
The Mother Care Phase II project addresses the heightened vulnerabilities of pregnant women and new mothers to extreme heat and heatwaves in Basra Governorate. Due to physiological changes during pregnancy, women are at increased risk of heat-related complications across all stages of pregnancy, which may contribute to adverse maternal and neonatal outcomes. These risks are further intensified in displacement and marginalized settings, where exposure and adaptive capacity are limited.
In response, the project adopts a prevention-oriented approach, focusing on raising awareness among target communities about heatwave-related risks affecting pregnant women and new mothers, and strengthening their capacity to prevent, prepare for, and mitigate the impacts of extreme heat through behavior change, practical guidance, and community-based preparedness measures.
The Project Officer will be responsible for the effective implementation and coordination of project activities at the operational site. The role requires strong communication and facilitation skills, high attention to detail, the ability to manage multiple priorities efficiently, and demonstrated capacity to work closely with partners, relevant authorities, and community groups.
Key Responsibilities and Tasks
• Provide technical guidance and day-to-day support to the community outreach team to ensure effective task implementation.
• Prepare and submit purchase requests and Bills of Quantities (BoQs), regularly update the procurement plan, track procurement processes, and coordinate closely with logistics teams to ensure timely delivery of project resources, in full compliance with CARE’s procurement policies and procedures.
• Contribute to the development of project work plans, monitor progress against agreed timelines, and support the timely completion of planned activities.
• Coordinate the organization of team trainings and provide the necessary logistical support.
• Manage the project’s capacity-building component, including coordination and communication with relevant stakeholders, nomination and engagement of trainers, and arrangement of training venues and sessions.
• Participate in relevant technical and coordination meetings and forums, as required and in close coordination with the supervisor; share project updates and prepare detailed meeting notes to support reporting and follow-up actions.
• Compile and provide accurate inputs for monthly, interim, and final project reports in a timely manner.
• Maintain, manage, and archive all project-related documentation and correspondence to ensure accessibility and audit readiness.
• Support the implementation of project surveys by coordinating with stakeholders and ensuring full compliance with CARE’s policies and ethical standards.
• Conduct regular field visits to monitor activity implementation, assess progress against targets, and identify implementation challenges.
• Document lessons learned, success stories, and promising practices to support knowledge management and reporting.
• Provide actionable recommendations to inform adaptive programming and contribute to strategic planning.
• Support the identification of emerging needs and priorities to inform future project design and interventions.

Qualifications & Preferred Skills
Education
Bachelor’s degree in Public Health or a related field; a medical or health-related background is considered an asset.
Experience
Minimum of three (5) years of relevant experience as a Project Officer or in a similar role, preferably within public health, climate-related, disaster risk reduction, or humanitarian/development projects.
Proven experience supporting project implementation, particularly in complex or challenging operational environments.
Languages
Strong communication skills with professional proficiency in Arabic and English.
Technical and Professional Skills
Strong organizational and coordination skills with the ability to manage multiple priorities and meet deadlines under pressure.
Proficiency in Microsoft Office applications, with demonstrated strength in Excel and PowerPoint.
Strong interpersonal and communication skills, with the ability to work collaboratively within diverse and multidisciplinary teams.
Familiarity with the socio-political, environmental, and operational context of Iraq, particularly in Basra Governorate.
Ability to work effectively with partners, authorities, and community stakeholders
